No technical papers were presented. _ !/ 2. The Soviet delegate that attended. this section of the meeting, Miebail Michajlovits Sav erin, like all the Curtain area delegates, was listed only as a member of the standardization committee, although it seems unlikely they are all primarily employed in the Bureau. There was nothing said that would indicate what other interest he had. 3e He did not pretend to speak English but was accompanied by an interpreter. When she hesitated while translating for him, he would invariably prompt her, in Russian, showing that he could follow her. 4. The resolutions suggested by him were not well conceived and were generally voted down promptly. For example, in the USSR, the length of an endless Vobelt is taken as the Inside length. In other countries the pitch length is used, which is measured at about the center of the cross section. Saverin proposed that the inside length be made standard but the resolution was naturally voted down immediately. He took all such rejections without any sign of regiment. 5. I had no opportunity to talk with him, or the Polish delegates, outside the meetings as they seemed to vanish at the end of the day. 6e The interpreter, Miss (n U) ){ mi1ova, spoke fluent Oxford English and handled even the technical translations very ably. 7. T was seated next to Z Dobrovolski, a Polish delegate. He spoke English easily and we had several occasions for small talk" but nothing significant developed. I was perhaps unduly apprehensive 111111but embarrassing his as every time we found time to chat, Miss Mihhailava seed to be listening. The other Polish delegate, M A Jankowski, attended irregularly as he was trying to cover several committees. Neither of them took any part in the discussions and confined their activities to listening and voting. 8. Mr Dobrowolskii is a Professor at the University of Watsav. From limited conversations, I would class him as an able technical man, friendly toward everyone. Mr.Hallstrom opened the session by welcoming the delegates and expressing his best wishes for the success of the Stockholm meeting. He also gave de- tails about the arrangements for the delegates. His proposal to appoint M.Duval, president of the French delegation, as pre- sident for the present session of ISO/TC 41 was unanimously accepted. The President thanked M.Hallstrom for the hearty welcome extended by Sweden to the ISO delegates and expressed the hope that the third meeting of the Committee would be a successful one and would contribute to the progress of the task undertaken. He expressed his satisfaction at the election of the United States as a P. member of''the Committee and of Bulgaria as an 0 member. The President welcomed the delegates from USSR, Finland and Poland who who were taking part for the first time-in the meetings of ISO/TC 41. At the President's request the secretary then read the list of delegates and observers. The President informed the Committee that he had been asked to express M.Saint Leger's regrets for his inability to attend as he was attending a meeting of the ISO Council. The Committee then appointed an editing Committee including MM.Bowyer, Drew, Saverin, Hannoyer and the secretary. AGENDA. After an exchange of views the draft agenda for the day 41 (Sec.61) 106 was adopted without modifications. However, an unofficial working group was formed to study the observations made by several delegations on the draft ISO recommendations 58 & 59 to help the Committee to reach agr6bment on thei.final form of these be- fore the end of the plenary meeting. This working group consists of representatives of the following delegations: United Kingdom, U.S.A., Sweden,Germany,France, Belgium and Norway. Item No-4 The Chairman have a brief report on the work of the Committee since its last meeting. Item No. 5 l.a Verification of pulley grooves. A very important discussion was started on the respective merits of methods described in documents 41 ( sec. No.61 and 101, at the end of which it was decided to adopt both documents; the method described in the first document to be used. only if the pulley was not perfectly cylindrical. At the request of the Belgian delegation it was decided not to prevent the use of other methods which might be developed in future, and at the request of the Swiss delegation it.was.decided to entrust to Working group N6.1 the relating of tolerances on the parallelisms of a pulley. The Swiss delegation reserved its agreement. about the decision. taken by the Committee to adopt a tolerance of + 30' on the groove angle. The Committee then decided to modify and clarify the text and the titles of document No. 41 ( sec.) 101. Inches values will be given in the table ( page 3 ) The drafting of the resulting resolutions. was entrusted to the Drafting Committee. BRIE' MINUTES OF TEE NMETINGS on Tuesday June 14th 1955. Morning session, June 14th, Item No.V 1 b. Quality and finish of pulleys. A discussion was started on the advantages of establishing a minimum standard for quality and finish of pulleys(rmaterial and machining). In the course of this discussion, the work done by the technical committees of ISO with materials was mentioned. The Committee made the following recommendation Recommendation: The attention of the secretariats of committee ISO/TC 17, 25, 26, jr and 79 is drawn on the importance attached by the Committee ISO TC 41 to their work, in order that the said Committee may be able to find in their work the necessary basis for the study of a specification of the material and finish pulleys used for power transmission. The Secretariat was requested to transmit this recommendation to the secretariat of the above mentioned Committees. Until the recommendation has been put into effect , the Committee adopted proposal.B 1 of Document ISO/TC 41 ( Secretariat - 54 ) 99. Item V.lc. Lengths of belts. The French delegation,supported by the United Kingdom delegation re .. called the conditions in which the working group was - led to suggest the adoption of the second basic principle mentioned in the "comments" on page 4 of document ( Sec.) 99, for fixing a scale of standard lengths. The German and Soviet delegations wished however, that a standard series of preferred values should be adopted for inside lengths. The Chairman and some delegates drew attention to. the wording of re lutions no.11 and 15.. The meeting ended at 12 noon. Afternoon session,__Jun~D 14th Adoption of brief minutes for June 13th: 41 (Stockholm 2) 113- 1) The Committee agaeed with two elucidations for which mention in the text had been requested, by the Belgian delegate who had ini- tiated the discussions. Further study of the checking of the concentricity-of the pitch circumference. - Stressing the use of possible future better methods of checking the pitch diameter of pulley grooves being found. He stredsed that the draft ISO recom- mendations no-58 and 59 were being examined at the moment by the ISO General Secretariat which had not completed its enquiry. There- fore, at the present session, the Committee could take no decision on the results of this enquiry. The unofficial working group would report on their work and their report would be submitted to the Se- cretariat. The Secretariat, taking into account the final results of the enquiry, would eventually transmit to the Committee in wri- ting all amendments suggested..for the present text. Item V 1 c. Length of belts. The Committee resumed the study interrupted at the morning session. Several delegations ( in particular United States, United Kingdom, Belgium and France) emphasised the importance of taking into account the number of existing installations and the large number of tools being used for manufacture.. They insisted also on the necessity of standardizing the pitch length in order to ensure interchangeability. The German delegation distributed document no.119 in which is given a suggested complete standards system for belt lengths. The Committee adopted resolution no.C ( the Swiss delegation having strict instructions on this point, abstaining). The Soviet delegation reserved their attitude on this resolution which will-however be taken into consideration in revising Soviet standards. Manufacturing tolerances on belt lengths. An exchange of views took place on the various proposals and Resolu- tion D was subsequently adopted. The United Kingdom delegation expressed their disagreement with this resolution as British industry consider that plus tolerances (as given in document 103 ) are insufficient for the longer lengths. Tolerances for belts of the same set. Resolution E was adopted after the United States delegation had ex- plained their motive for altering.the corresponding table in the American standards. Item V 1 4. The resolution was unanimously adopted. Item V 2 a. Resolution F was adopted after a short debate ( with the abstentio:i of Denmark and the United States.) Item V 2 b. The Committee heard with great interest a brief preliminary report of the U.S. delegation on the now formula for trans` rrissiible power adopted by the American Standards Associations. The meeting was concluded at 17.15. RESOLUTION B. The delegates present, recognizing the importance of the quality of the material for pulleys, decided unanimously that Working Group No.1 be requested to study the minimum physical properties proposed by.France in..document 103 and by the United Kingdom in document 110 and any other information submitted by members. They also agreed to refer..back the question of finish and balance of pulleys to Wor ing'Groupe Nb91 and to ask it to draw up suitable recommendations Length of V-belts. The delegations present with the exception of the Swiss delegation agree that the principle adopted by the Working Group (see document ISO/TC 41(Secretcriat-54) 99) which is that the the values of the lengths of V-belts taken in conjunction with tolerances, being chosen those common to the majority of countries or approximate closely to them should continue to be followed so that the values from a series with suitable increments and that the Working Group be requested to propose corresponding values for belts of pitch-width 85,19 and 27 mm. The facilities offered to the delegates are all located on the main floor except the snack bar on the ground floor. On the main floor are also the executive office of the General Com- mittee and the offices of the ISO President and ISO General Secretariat. The meeting rooms are located on different floors and are easily found with the help of coloured signs, one colour for each room. Information Office The information office is open daily from 8.3o a.m. to 7 p.m. You are requested to check there for mail and messages at least once each day. The information office is prepared to furnish you with all kinds of information, to help you with tickets for shows, theatres, cinemas etc. and to book tables for you at restaurants. Meetings The opening session of the TC Meetings begins at ro a.m.; the schedule for following sessions is set by the President of each committee. Agendas and other documents for the meetings as well as Brief Minutes will be available and distributed at the respective meeting rooms. Technical Visits In the tours scheduled for TC 5 and TC 17 only those are assured of participation who have registered before their arrival in Stockholm. For all other technical visits included in the general program registration has to be made at the information office at the latest the day prior to the visit. Reunions La seance d'ouverture de chaque comite technique aura lieu a ro h. Le temps des reunions suivantes sera fixe par le president de chaque comite. Visites techniques Seules les personnel inscrites avant leur arrive a Stock- holm peuvent participer aux excursions organisees pour le TC 5 et le TC 17. Special Events and Ladies' Program As a rule you cannot attend other special events than those for which you have registered. However, if you like to participate in some other event, please contact the information office. The fee for participation in the ladies' program includes all expenses for transportation, entrance fees, luncheons etc. and is the same if you attend one or all of the items on the program. Delegates' Lounge The parlour, ordinarily used by the Members of Parliament, is the delegates' lounge open daily from 9 a.m. to 7 p.m. Two small rooms connected with the parlour are reserved for the ladies. Writing Room A special writing room, furnished with typewriters, is available for the delegates daily from 9 a.m. to 7 p.m. Snack Bar Coffee, tea, soft drinks, sandwiches, cakes and pastries are served in the snack bar, where you will also find cigarettes and cigars. Newspapers, Postcards etc. Swedish and foreign newspapers and magazines, postcards, guidebooks etc. are on sale at Pressbyran's stand, which is open on weekdays from noon to 6 p.m. Photo Service Common types of films may be purchased at the information office. Exposed films handed in for develop- ing will be ready within 48 hours. Books on Sweden Biblioteksbokhandeln maintains a desk where books on Sweden are on sale.
