1. LIAISON Chuck Snodgrass, House
Appropriations Defense Subcommittee staff, called to say that he had
forgotten to mention to me that one of the members of the Defense
Subcommittee had asked for a personal copy of the CIA budget
justification book for use in the Committee's pre-brief session this
morning. Snodgrass asked if we could get a copy up right away and
one was sent by a special messenger. It will be retrieved following the
pre-brief session.
2. LEGISLATION Called Senator John
Chafee (R., R. I.) to give him some of the background on the work we
had done with designees of the Senate Select Committee on Intelligence
members who are also on the Senate Banking Committee concerning our
problems with S. 305, a bill to amend the Securities and Exchange Act.
I told the Senator that we had been in touch with Senators Robert Morgan
(D., N. Car.), Jake Garn (R., Utah), Adlai Stevenson (D., Ill.),
and Richard Lugar (R., Ind.), who are the members concerned, and
believed that they would take care of our problems in Committee, but
I thought that since he (Senator Chafee) had been gracious enough to
ask us to let him know anytime he could be of assistance, that I would
alert him to this fact. I said that he might emphasize our need for this
help in his conversations with those members. He said he would be
glad to do it. I also said we would drop some backup material by his office
for him.
3. BRIEFING CI Staff, 25X1
and I accompanied Bi. Wells, DDO, to a meeting with Senator Daniel
P. Moynihan (D., N. Y.) for the purpose of briefing him on the Agee
case. The Senator seemed completely satisfied with the briefing and
posed no really difficult questions. (See Memorandum for the Record.)

Bill Hogan,

and I accompanied
OPBD/PBDD, who briefed
Counsel, House Armed Services Committeee, on those
expenditures for Intelligence Community activities for which there is
authorization. Hogan requested the briefing to refresh his memory as
the Defense Authorization bill will be in mark-up this 'Wednesday,
30 March, and some questions may be raised as to where these expenditures
are in the bill.
5. BRIEFING Keith Adkinson, Senate
Government Operations Permanent Subcommittee on Investigations staff,
called and advised that he had not yet been able to get a definite time for
Senator Sam Nunn's (D. , Ga.) briefing on the Agency activities in the
collection of foreign intelligence on illegal narcotics trafficking. He said
he would get back to me as soon as he can.
6. BRIEFING Called Polly Ragon, in the
office of Senator Dale Bumpers (D. , Ark. ), to set up a breakfast briefing
of Senator Bumpers to be hosted by Admiral Turner. She said she would
check to see when the Senator would be available. Later in the afternoon,
Ms. Ragon called and gave me the dates 1, 4, or 5 April as possible dates
for the breakfast. I OLC, was advised of these dates and
will check Admiral Turner's schedule.
7. BRIEFING Called Carolyn Ferrell,
in the office of Senator Jesse A. Helms (R., N. Car.),, to set up a
breakfast briefing of Senator Helms to be hosted by Admiral Turner.
Ms. Farrell said she would check with the Senator and let us know when
he will be available.
8. LIAISON Anne Karal.ekas, Senate Select
Committee on Intelligence staff, called to ask the status of answers to the
follow-up questions from Admiral Stansfield Turner's confirmation hearings.
She mentioned she had called EA/DCI, on
the same subject. I told Karalekas we had attempted to have the proposed
responses to Admiral Turner late last week but it now appeared it would
be today or tommorrow.

9. LIAISON Accompanied Senate Select
Committee on Intelligence staff members Tom Moore,, Ed Levine and
Hal Ford to a meeting with Mr. Les Dirks, DDS&T; and three 'OD&E
officers on a Secret Agency program. The briefing was scheduled in connection
with interest of some members of the Select Committee, primarily
Senator Gary Hart (D., Colo.), for more information on the program.
After the briefing, Moore reviewed the Executive summary of a joint
CIA, NSA, NRO report on the program.
25X1 10. LIAISON Accompanied Tom Moore,
Ed Levine and Stan Taylor, Senate Select Committee on Intelligence staff,
25X1 to a meeting withl SA/DO/O, regarding the Clandestine Corps.
25X1 I Iexplained the background and current status of the Corps. Interest
in it was generated at the Senate Select Committee on Intelligence budget
hearings.

11. LIAISON SA/DO/O, 25X1
and I discussed at length with Tom Moore and Stan Taylor, Senate Select
Committee on Intelligence staff, the current impasse over one part of the
Committee's proposed Moore had earlier attempted
to get Senator Gary Hart (D. , Colo.) and Mr. Knoche together to discuss
the problem but Senator Hart preferred that the staffs again try to resolve
the matter.
LIAISON Called Bill Miller, Staff
Director, Senate Select Committee on Intelligence, who agreed we
should be in contact directly with the FBI on the lost briefcase.
Mr. Robert Gambino, Director of Security, was advised.
13. LIAISON Called Paul Daly, FBI,
to obtain certain facts on what had transpired during the FBI's
investigation of the lost briefcase.
14. LIAISON Rick Feeney, on the staff
of the House Select Committee on Assassinations, called to give me his
regards and to request an Agency publication on terrorism, which I
sent to him. He said the fate of the Committee will be decided this
Wednesday.

15. LEGISLATION Received a call from
Elliot Maxwell, on the staff of the Senate Select Committee on Intelligence.
We arranged to meet Wednesday at 9:00 a. m. at Headquarters to discuss
charter legislation.
LEGISLATION Met with Stan Taylor and
Hal Ford, on the staff of the Senate Select Committee on Intelligence, to
make final changes to our amendment to S. 305. Also present at the meeting
were Assistant General Counsel, and C/CCS. 25X1
A final version of our amendment and the unclassified version of our S. 305
background paper were given to the Select Committee staffers. Messrs. Taylor
and Ford will work tomorrow to have their Senators and staffers on the Senate
Committee on Banking, Housing and Urban Affairs make a concerted effort
to gain support for our amendment on the Banking Committee, which is
scheduled to mark up the bill on Wednesday.

ADDENDUM TO JOURNAL
1. LIAISON Talked to James Fellenbaum,
Senate Appropriations Committee staff, regarding FY 78 IC Budget.
Fellenbaum stated that the Senate Appropriations Committee would
mark-up the FY 78 IC Budget in conjunction with the entire FY 78
intelligence package, as opposed to the House which marked-up the
IC 78 Budget in conjunction with the FY 78 Supplemental.
Fellenbaum also stated that he was trying to arrange a trip to a
or Senators John L. McClellan (D., Ark.) and
Milton R. Young (R., N. Dak. ), sometime during the April recess.
Fellenbaum stated, however, that he did not think Senator Young would
be able to make it. I informed Fellenbaum that whatever dates would
be convenient for the Senators would be convenient for the Agency, and
that if the Senators could not make the inspection, we would be pleased
to take the Committee staff through the Site.
On another subject Fellenbaum informed me that he had been in
contact with the FBI regarding the CI briefing for Senator Ted Stevens
(R., Alaska).
3. ADMINISTRATIVE DELIVERIES Delivered
copies of the Executive Summary of a sensitive Agency study to Charles
'Snodgrass, House Appropriations Committee staff, for his use during the day.
4. I I BRIEFING Linda, secretary of Pauline Baker,
staffer of the Senate Foreign Relations Subcommittee on African Affairs,
called to ask if the cancelled briefing scheduled for today at 1430 hours
could be reseheduled for 4 April at 1430 hours. T said we would let her know.
5. BRIEFING In bsence, I 25X1
talked a couple of times with Bob Boyer, staff of House International Relations
Committee, about the 29 March morning meeting of the DCI, George Cary,
and with the House International Relations Committee leadership.

6. BRIEFING Met with Jack Brady, House
International Relations 'Committee staff, and showed him the letter from
Admiral Turner to Representative Donald Fraser (D., Minn.) with respect
to Mr. Fraser's Subcommittee on International Organizations, of which
he is Chairman, investigation into U. S. /ROK relations. Brady asked
that anything we provided to Mr. Fraser's Subcommittee be provided
through him and that Brady be kept aware of all activity with respect
to this investigation. I also mentioned the DCI-'s planned approach
at the meeting with the full Committee on 29 March. I was unable to obtain
any assurances from Brady as to how questions on specific covert action
details would be handled.
7. LIAISON Jon Holstine, House International
Relations Committee staff, called requesting the East Asia version of the
Agency's publication entitled, "Maps of the World's Nations, " as well as
a copy of the Indian Ocean Atlas. I told him I would see if we could
get him copies.
8. ADMINISTRATIVE DELIVERIES
Delivered to Bob Boettcher, Chief of Staff, House International Relations
Subcommittee on International Organizations, the letter from the DCI
to Chairman Donald Fraser (D., Minn.) responding to the Chairman's request
for cooperation from the DCI on the Subcommittee's :investigation into
U.S. /ROK relations and asked Boettcher to be sure that Mr. Fraser
received the letter before the end of the day. He said he would see that
the letter was delivered.
9. ADMINISTRATIVE DELIVERIES
Delivered to the offices of the Senate Foreign Relations Committee, a letter
from Admiral Turner to Chairman Dick Clark (D., Iowa), African Affairs
Subcommittee, Senate Foreign Relations Committee, which acknowledged
Chairman Clark's request for a briefing and indicated that we would provide
appropriate briefers.
10. ADMINISTRATIVE DELIVERIES
Picked up from Bill Miller, Staff Director, Senate Select Committee on
Intelligence, two copies of a new draft legislative proposal for reorganization
of the Intelligence Community.

11. ADMINISTRATIVE DELIVERIES
Delivered to the office of Senator Strom Thurmond (R. , S. C. ), a letter
from the Director with respect to the Senator's inquiry regarding
12. BRIEFING Received a call from
Norvill Jones, Senate Foreign Relations Committee staff, who said
the briefing of the Subcommittee on African Affairs had to be postponed.
He also said that the 31 March 1977 briefing of the full. Committee
was shaky.. He said he would let us know as soon as he had any further
word on rescheduling the two briefings.
13. BRIEFING Bob Mantel, Senate Foreign
Relations Committee staff; call d and we discussed arrangements for
the briefing scheduled for the Subcommittee on African Affairs and Mantel asked
if Steve Bryen, also of the Committee staff, would be able to attend. I
assured him that Bryen had the necessary clearances and would be able to
attend.
14. LIAISON Talked to Emerson Brown,
DDC/DOD, who said he was involved in the PRM 11 exercise and wanted
some information on the Deputy Directorate set up within the Agency which
I gave him.
15. BRIEFING I accompanied the
Director and George Cary to a meeting of the full House International
Relations Committee to discuss procedures to handle reporting of covert
actions under Section 662 of the Foreign Assistance Act.
16. LIAISON Forwarded one copy of
statistics of ''Military Deliveries to Egypt and Syria 1974-1976" to
Thomas Smeeton, House International Relations Committee staff,
per his request.

17. IAISON Contacted. Leo Diehl, in
the office of House Speaker Thomas O'Neill (D., Mass.) and Edward
Martin, Administrative Assistant to Senator Edward Kennedy (D., Mass.),
to alert them to the Director's decision to appoint Professor Robert
Bowie, of Harvard University, to be Director of National Intelligence
Officers.
