1. I I LIAISON Received a call from Kathy,
in the district office of Senator Lowell P. Weicker (R. , Conn. ), who
requested that we send Agency brochures to a constituent,
Kathy said I needed the brochures this week for

2. LIAISON Received a call from Clara
Buchanan, Senate Foreign Relations Committee staff, who wanted to
know if we would send up an updated version of Guide to CIA Statutes
and Law for Norvill Jones, Chief of Staff of the Committee. I asked
Ms. Buchanan to send their book back with the NID and we would update
it and return to them. She said this would be fine.
3. BRIEFING Called Beverly Swain,
on the staff of Representative Bob Carr (D. , Mich. ), and arranged for
Mr. Carr to visit the Signal Analysis Center in Room GG76 at 8:00
tomorrow morning. This is a follow-up to his previous visit. However,
later in the day, Mr. Carr Is office canceled out and, will call to set up a
new time.
4. LIAISON Rita Argenta, secretary
to Bill Hogan, Counsel, House Armed Services Committee, called and
asked when;the transcript of-the Committee hearing on 31 January was
picked up from the reporting company. After checking, I called her back
and told her that it was picked up on 1 February.
5. LIAISON Called Warren Nelson,
Legislative Assistant in the office of Representative Les Aspin (D., Wis.
in response to his call to Nelson was inquiring as to the
authority of the Director to terminate employees as part of his study of
the problem of leaks. We chatted on the background of the problem and
the Agency's proposed legislation. He will call back if he needs further
information.

6. LIAISON I called Belinda Nielsen, in the
office of Senator Carl Curtis (R. , Neb. ), to say that we would drop off a
comment on prospects for sale of U. S. agricultural products abroad on
15 March 1977.
7. LIAISON I called Charles Snodgrass,
House Appropriations Committee staff, and mentioned to him that
had been called away due to a death in the family and that we
were working on the transcript for the 7 March briefing on Soviet civil
defense and asked for a modification in the normal time limits on transcripts.
He said in view of the circumstances, we could have three or four extra
days as needed. I is finalizing the transcript and will get it up
to Snodgrass on 15 March.
8. BRIEFING Called Jeff Porro, in the office
of Senator Howard Metzenbaum (D., Ohio), and told him we would be happy
to brief the Senator on the Soviet strategic posture and suggested that
since the Senator is new, we would like to have him out for a breakfast at
which time we could give him the briefing as well as an overview on the
Agency. Porro said he would check with the Senator and get back to us.
9. BRIEFING Called Ira Nordlicht, Senate
Foreign Relations Committee staff, in follow-up to his previous request for
a briefing which has been set for 2:30 p.m. , 16 March 1977.
10. LIAISON Charles Snodgrass, House
Appropriations Committee staff, called and asked if someone could pick
up some classified trash, some transcripts, and some budget justification
books from him sometime soon. I told him that the next time someone
was on the Hill, I would ask him to stop by his office, will
pick up the materials tomorrow.

11. LIAISON In response to a request,
I mailed three Agency publications, entitled "USSR: Some Implications
of Demographic Trends for Economic Policies, " "USSR: Hard Currency
Trade and Payments, 1977-1978, " and "USSR: The Impact of Recent Climate
Change on Grain Production, " to Mary E. Dooley, Senate Judiciary
Subcommittee on Internal Security staff.
12. LIAISON Received a call from
Barbara Allem, Senate Foreign Relations Committee staff. She asked
whether compartmented clearances for Geryld Christianson, on the
personal staff of Senator Claiborne Pell (D. , R. I. ), had been transferred
from the State Department to the Agency. I told her that I had covered
this situation earlier with Elly Vogtmann, Senate Foreign Relations
Committee staff. I explained that Christianson is already aware that
his clearances could not be transferred from the State Department and
that there is a firm policy against granting compartmented clearances
to personal staff members. I suggested that she might want to call
Colonel Steve Harrick, OSD, Legislative Affairs, to confirm that the
Defense Department holds to this same position.
13. LIAISON Called Bill Miller, Staff
Director, Senate Select Committee on Intelligence, to discuss several
points. I informed him that Mr. Richard A. Sprague, Chief Counsel,
House Select Committee on Assassinations, had notified us the Committee
was considering interviewing I land has asked for access
to Agency materials on him. Sprague was informed that the Senate Select
Committee on Intelligence had already requested and received access to
these materials and had previously subpoenaed I land, therefore,
Miller might receive a call from Sprague on this matter.
In response to my question, Miller said he had received one of
NSA's new "gold phones" but that it was in his office and not in his home.
I reported to Miller on our meeting with Senator John H. Chafee
(R. , R. I.) and Senator Malcolm Wallop (R. , Wyo. ), new Senate Select
Committee on Intelligence members, and the fact that follow-up briefings
were suggested and the idea accepted by the two Senators. One of the
Senators had suggested that they receive these briefings from the staff rather
than take up the Agency's time. I told Miller we did not consider this an
imposition on our time at all and would welcome the opportunity to brief them.
Miller said he would try to arrange for such a briefing.

14. I I LIAISON Talked with Stan Taylor,
Senate Select Committee on Intelligence staff, several times during the
day in regard to additional changes of the Senate Select Committee on
Intelligence preliminary statement
15. LIAISON Called Tom Moore, Senate
Select Committee on Intelligence staff, to report that Comptroller officials
could meet with him at 1:30 p.m. on 15 March to discuss the CIA budget.
He was most appreciative.
16. LIAISON Met with Bill Jones,
General Counsel, House Government Operations Committee, and
John Moore, also on the Committee staff, concerning what they view
as a gap in the CIA Retirement Act for supplemental annuity or
recomputation when a CIARD annituant is reemployed by the Federal
Government. Discussed were several options, including the establishment
of retirement rights under the Civil Service system after five years of
reemployed service. I promised to provide further information on the
options discussed.
17. BRIEFING Major Dick Pahland, in
the Department of the Army Senate Liaison Office, advised that he would
be accompanying Senator Mike Gravel (D. , Alaska) on a trip to South
America and that the Senator was interested in receiving a substantive
intelligence briefing from our people in Pahland said
he would get further definition from Senator Gravel and be in touch
with us on the specifics.
18. LIAISON I sat in on a session between
John McMahon, AD/DCI/IC, and Jim Fellenbaum, Senate Appropriations
Committee staff, as a preview for the 16 March session on the reclama
on the IC Staff FY 77 supplemental. Fellenbaum will try for a mark-up
immediately following our session on 16 March. He explained why we
should not expect support on the official representation allowances, but
seemed most supportive of other elements in the reclama following
Mr. McMahon's explanation. Fellenbaum particularly questioned the
size of the budget group and the need for the IC Staff, as opposed: to the
DDI, to get into the application of systems analysis to intelligence
evaluations.

19. LIAISON DIA, called
concerning upcoming DIA sessions on the Hill and to review the
guidelines for excluding personal staff from briefings at the compartmented
level.

Monday - 14 March 1977
1. (Unclassified - GLC) LIAISON I met with Chairman Melvin
Price (D., Ill.), Chairman, House Armed Services Committee, to
discuss the possibilities of a joint or select committee on intelligence
in the House of Representatives and to obtain his views on this subject.
(See Memorandum for the Record.)
2. (Unclassified - GLC) LIAISON Received a, call from
Richard Sprague, Counsel, House Select Committee on Assassinations,
who said he was interested in looking at any documents which the Agency
had concernin
J any contacts he had with Cuban groups or any
involvement e had in anti-Castro plots. He mentioned that the
Committee had subpoenaed I nd he would like to have access
to this information as soon as possible. I told him I would look into
it and be back in touch with him. (See Memorandum to the Director
this date.)
3. (Unclassified - GLC) LIAISON Following my conversation
with Richard Sprague, Counsel, House Select Committee on Assassinations,
I called Paul Daley, FBI, and OGC, talked with Mike
Kelly, Counsel to the Attorney General on FBI matters, about the request
from Sprague. The essence of Daley's response was that the Bureau
had received a similar request for access to information on Trafficante
but that while they were making unclassified material on the Martin
Luther King and John F. Kennedy assassinations available to the
Committee, they were not responding to the request for the Trafficante
material.

4. (Unclassified - GLC) LIAISON Later in the day, I talked
with Steve Fallis, House Select Committee on Assassinations staff,
to advise him that we were not in a position to provide access to any
files on the part of uncleared Select-, Committee personnel until such
time as clearances were obtained and appropriate secrecy agreements
were executed. At this point, Richard Sprague, Counsel of the Committee,
came on the phone and referred to the fact that Mr. Knoche had made
an exception in granting access to classified material regarding the

Dorothy Fosdick, Permanent Subcommittee on Investigations, Senate
Government Operations Committee staff, requesting access to a study
mentioned in the Henry Bradshir article in the press today entitled,
"U. S. Hard Currency and Payments in 1977-1978. " I made arrangements
for the document to be delivered to Ms. Fosdick this morning.
