1.1 1 LIAISON Leona, in the office of
Representative Daniel Flood (D., Pa.), called requesting the name
of the Director of Recruitment. She said a constituent's application
had been sent in and she wanted to check the status. I told her that
F as the Director of Recruitment, but if she
preferred she could direct the letter to this office and we would be
happy to check on the status of it for her. She said this was a better
idea.
2. THIRD AGENCY I was visited by
J. J. Hitchcock, State Department, who wished to discuss conflict
of interest regulations. The Agency has received a letter with regard
to conflict of interest from Senator Daniel K. Inouye (D. , Hawaii); State
has not yet received its letter but Hitchcock has been told by William G. Miller,
Staff Director, Senate Select Committee on Intelligence, that a similar
letter will be sent to State shortly. After some discussion, I gave Hitchcock
a copy of relevant Agency regulations; he will send similar State regulations
back for attention.
3. LIAISON I called Robert Sherman,
Legislative Assistant to Representative Bob Carr ( D. , Mich.) and author
of joint inquiry to the Agency from Representatives Carr and Thomas J. Downey
(D. , N. Y.) regarding Major General George Keegan's, USAF (Ret), comments
in The New York Times, to indicate that our response to the inquiry would
be ready within a week. Sherman was satisfied with this schedule.
4. LIAISON Spoke with Manda Weintraub,
in the office of Representative Benjamin A. Gilman (R. , N. Y. ),who had
requested information on an individual named Nicolas Brooks reported
missing in Southeast Asia. After confering with Chief, 25X1
I advised Manda Weintraub that Lieutenant Nicolas G. Brooks
was a Navy flyer reported missing on 2 January 1970 following a flight over
Laos. I told. her she could obtain further information from Commander
MIA Coordinator, DIA, and. provided her with his
telephone number.

5. LIAISON Spoke with Diane, in the office
of Representative Andy Ireland (D. , Florida),and arranged for a briefing
on Panama at 9:15 a. m. on 15 March 1977. She indicated that he was
traveling there on House International Relations Committee business and
that his main interest was in the upcoming treaty negotiations. I advised
Congressional Support Officer, DDI, and alsol
SA/DO/O,
6. FOIA Ms. Kristin Arnold, in the office
of Representative Paul N. McCloskey (R. , Calif. ),called today to follow up
on a telephone inquiry she had left for me yesterday regarding the Privacy
Act request of Having checked with IPS yesterday on the
status of this case, advised s. Arnold today that a final response had
been mailed to on 3 March 1977. No further action is required.
In response to Ms. Arnold's query, I described several aspects of Privacy
Act procedures.
7.1 LEGISLATION Contacted Jim MacRae,
OMB, to find out whether his office had been successful in getting through
to the White House regarding our problems on S. 305, which we had gone
over at our meeting on 9 March. Mr. MacRae said they were on the calendar
to speak with Robert Lipshutz, Counsellor to the President, but had not
yet been able to see him. We agreed to keep in close touch on this matter
given the short deadline involved.
8. LEGISLATION Received a call from Roger
LeMaster, Legislative Aide to Senator Walter Huddleston (D., Ky. ), He
requested a copy of a working paper whichl -J OGC, and I had
used during the course of our meeting with LeMaster on 3 March on
sources and methods legislation. After checking with who
indicated the paper could be made available to Mr. LeMaster with the
caveat that it was merely an informal working paper? I called Mr. LeMaster's
office and indicated the paper would be sent as soon as possible tomorrow.

9. LIAISON After a discussion with
C/CI/R&A, I called Bill Cregar, FBI, and Paul Daly,
Legislative Liaison, FBI, to determine the status of Representative
Larry P. McDonald's (D., Ga.) request for a briefing on NATO
security. (See Memorandum for the Record.)
10. BRIEFING Together with L_J
DDT/ CPS, met with Don Lynch, Senate Armed Services
Committee staff, and discussed the questions which will be raised
at tomorrow's Soviet navy briefing of the Committee. The questions
did not appear to present any problems.
LIAISON Received a call from
in Mr. Falkiewiczr, Assistant to the Director, office,
expressing concern that Senator Edward M. Kennedy's (D., Mass.)
personal office was referring to the Agency callers who wanted a
co-pv of the Agency's summary on MKNAOMI mentioned in the press.
asked if the callers could be referred to Senator Kennedy's
Labor and Public Welfare Subcommittee on Health. After checking
with the staff, I called ---]back and informed him that the
Subcommittee will handle such requests. I gave him. their number
and address for anyone calling in. SA/DO/O, office
was advised.
12. I LIAISON I called Dan Childs,
Senate Select Committee on Intelligence staff, and asked if he knew
if the Senate Armed Services Committee will hold hearings on the CIA
budget. Childs felt certain that the Senate Armed Services Committee
will not hold hearings on the Agency's budget and has deferred to the
Senate Select Committee on Intelligence. He thought this was arranged
between the Chairmen of the two Committees. He suggested that we
not raise the subject of budget hearings with the staff of the Senate
Armed Services Committee since this might complicate the present
arrangement.

13. LIAISON Received a call from Tony
Battista, House Armed Services Subcommittee on Research and
Development staff. Battista testified recently in executive session
before the Committee. Prompted by a question by Representative
Thomas J. Downey (D. , N.Y.), Battista commented on Mr. Knoche's
testimony on Soviet chemical warfare capability before the Committee
in January. The transcript is being reviewed for declassification and
Battista asked that we review his remarks for accuracy. The transcript
was picked up and was reviewed by DDI/CPS, and
DDI/OSR. They made certain corrections and I
hand-carried it to Mr. Battista later in the day. He accepted the
changes.
15. LIAISON Dale Schmidt, in the office of
Representative Robert Kasten (R. , Wis. ), called to inquire whether a
from the University of Wisconsin, had authored a
recent Agency publication entitled, "USSR: The Impact of Recent Climate
Change on Grain Production. " After checking with CPS,
office, I called Mr. Schmidt back and told him that was not the
author of that report.
16. LIAISON Tom Smeeton, House International
Relations Committee staff, called reiterating a previous request to keep
Representative William Broomfield (R., Mich.) apprised of any proposals
we might have on establishing oversight in the House. Mr. Broomfield
very much wants to help and feels that he could carry some weight with the
Republican side of the House.

17. LIAISON I spoke with Senator Richard
Stone (D. , Fla.) with respect to the concerns he mentioned to Admiral
Turner on the Middle East NIE and told him that we wanted to be responsive
and timely and that we were putting together the classified letter addressing
his concerns. He said he did not need a letter, but would like to have a
personal briefing. I mentioned this to O/DCI, 25X1
who said that we should forward our draft anyway and that he would present
it to Admiral Turner with Senator Stone's statement that he did not necessarily
want a letter, but would be more than satisfied with a briefing. This has 25X1
been passed to I SA/DCI, and I NIO/ME. 25X1
18. LIAISON I called the office of
William Hogan, House Armed Services Committee Staff, to advise that
the breakdown on NFIP budget reductions determined by President Carter
would be sent by courier on the morning of 10 March 1977.
19. BRIEFING Received a call from
James Fellenbaum, Senate Appropriations Committee staff, requesting
names of all major witnesses for the budget hearings on 16 and 17 March.
I then returned the call with the names as follows: NFIP: Admiral Turner;
D/DCI/IC, GDIP: Mr. Thomas Latimer, DOD,
CIA: Admiral Turner; Mr. James Tay or.
20. I LIAISON I called Colonel Steven Harrick,
OSD/DoD, to request advance word on all scheduled DoD hearings relating
to intelligence matters. Col. Harrick agreed and will, coordinate with
EA/OLC.
21. BRIEFING I called James Fellenbaum,
Senate Appropriations Committee staff, to determine how much advance time
he needs to review the IC supplemental appeal prior to the hearing on 16 March.
He stated that obviously the sooner the better since the crucial date is the
Senate Appropriations Committee markup on 18 March at which time the staff
must present a written report for the Senators' consideration.

22. LIAISON I talked briefly with Libby
and Beverly,in the office of the Joint Economic Committee, about
receipting for classified documents that we send to Committee General
Counsel, Richard Kaufman. I noted that, to our knowledge, Minority
Counsel, George Krumbhaar, is the only other cleared Committee
staffer besides Kaufman, and should sign receipts for documents in
Kaufman's absence. If neither is available when a courier arrives,
the courier should return the document to us and let us try again
another time.
23. I LIAISON I called Anne S. Wright,
Director of Constituent Services for Vice President Mondale, to report
our receipt of a constituent inquiry and meet the 48 hour deadline for an
interim reply which was requested on the memorandum forwarding the
inquiry. Wright appreciated the call and said to ignore the 48-hour note;
the form is an old one (from Rockefeller days? ) and the office is just
using up the leftover copies.
24. FBIS Winslow Wheeler, of Senator Jacob
Javit's (R. , N. Y.) office requested a copy of an article on Soviet dissidents which
appeared in the 7 March Soviet Union FBIS Daily Report and a translation
of a television show on Anti-Soviet activity that appeared on 22 January.
Both items were sent to him.
25. LIAISON Called Marty Gold, Senate
Select Committee on Intelligence staff, regarding the planned Senate
Select Committee on Intelligence report on Panama. Gold said a third
party had been added to the study and that was the Committee' s views on
the stability and prospects for the Torrijos Government. Gold will be
writing this section of the report, Mike Madigan, the section on Cuban
relations, and Walter Ricks, the section on the intelligence stake in
Panama. Gold was noncommittal on my request for Agency review of
the report before it is finalized.
26. LIAISON Received a call from
Stan Taylor, Senate Select Committee on Intelligence staff, who said
one member of the Committee staff had additional suggestions for the
I lstatement. Taylor characterized all but one
change as ecitoria , u wanted me to check on the accuracy of the one
substantive addition the other staff member had requested. I told Taylor
I would check on its accuracy but was positive the Agency would never agree
to this information being included in an unclassified statement. I
subsequently called Taylor back with the information but was unable to

27. LIAISON Met with Ted Ralston,
Senate Select Committee on Intelligence staff, and discussed with
him access to 38 DDO "Blue Stripe" reports. I showed Ralston the
security agreement he would need to sign for access. He said he would
need to talk to I SE Division, on one point prior to
signing the agreement. I agreed to set up a meeting for him with
on 11 or 14 March.

28. LIAISON In the absence of Stan Taylor,
Senate Select Committee on Intelligence staff, called ]Bill Miller, Staff
Director, Senate Select Committee on Intelligence, to tell him of my
discussions with Stan Taylor, and alerted him that I was certain that
the Agency simply could not agree to the addition i 25X1
preliminary statement requested by one staff member. Miller said he
had seen them and agreed that they were unacceptable.
29. LIAISON Spoke to Audrey Hatry,
Senate Select Committee on Intelligence staff, who requested two copies
of the Agency's listing of the world heads of state and senior government
officials. Hatry asked for the documents for the Committee's reference
files.
30. LIAISON Called Lewis Gulick, House
International Relations Committee, and discussed with him, for nearly
an hour, the Agency's views of the strengths and weaknesses of S. Res. 400.
Gulick has been asked by an unidentified House Member to draw up a
resolution to create a House Select Committee.
