Assistant to the DDCI, to a session with Bill Miller, Staff
Director, Senate Select Committee on Intelligence, an~~. Stan Taylor,
also on the Committee staff, to review the proposed preliminary
statement on Micronesia. Our suggestions were accepted with the
exception of several and suitable compromises were reached on them.
2, LIAISON Advised Rick Merrill,
White House Congressional Liaison staff, of the status of the action
plan on congressional oversight in which he is interested.
4. ADMINISTRATIVE D]~LIVERIES As
follow-up to the Freshmen breakfast of 8 March 1977, I delivered. one
copy each of a publication entitled, "Atlas Issues in the Middle East"
to the offices of the following members: Representatives Donald J. Pease
(D. , Ohio), David L. Cornwell (D. , Ind. ), Bruce F. ~Tento (D, , Minn. ),
Andy Ireland (D, , Fla. ), Nick Joe Raha11 (D. , W, Va. ), Jim Mattox.
(D. , Tex.) and. Thomas A. Luken (D. , Ohio). In addition, I delivered
one copy of the DOCEX publication listing to the office of Representative
Andy Ireland in response to his request.
5. LIAISON Spoke with ,Jean Evans, Senate
Select Committee on Intelligence staff, and confirmed. a time of 10:00 a, m. ,
Friday, March 11, 1977 for a briefing by Chief, CI Staff,
on CI resource utilization. SA/DO/O, office has been advised.

7. LEGISLATION Attended a meeting at OMB,
chaired by Bernie Martin, to discuss the Agency's views and problems
with S. 305, Senator William Proxmire's (D. , Wis. }bill to expand corporate
reporting requirements and outlaw foreign bribery. Also present from
the Agency were OGC. 25X1

8. LIAISON Called Bill Hogan, Counsel,
House Armed Services Committee, and explained that our senior records
management people expressed reservations as to the ~~.gency's storage of
the Committee's Watergal:e investigative material and requested that the
material be stored at Archives. I further explained tYiat the Agency has
established an excellent working relationship with: the; Archivist and such
material would be stored with the strictest caveats fox' denying access except
with the express approval of the Congress. I asked if there would be any
problems if we sent the material to Archives. Mr. Hagan said this was
totally agreeable and to go ahead with the arrangement;s to have the
material stored in Archives. Mr. Blake, DDA, and IA/DDA,
were advised.
9. LIAISON Met with Frank ~~ullivan, Chief
Counsel, Senate Armed Services Committee, to discuss setting up an
informal meeting between Senator Sam Nunn (D. , Ga. ;-, Senator Dewey F.
Bartlett (R. , Okla), and NIO/CF, for a briefing
on the new intelligence estimate on warning time for hfATO/Warsaw Pact
forces rather than a formal hearing jointly with retired General Hollingsworth,
which Senator Nunn had indicated he wanted during the discussion at the
Committee's hearing. Sullivan referred me to Georges Travers, Committee
staff member who handles matters for Senator Nunn. I spoke to Travers
and he was receptive to an informal session. He will discuss this with
Senator Nunn and will get back to me later this week as to whether he wants
the info rxnal meeting set up.

10. LIAISON Met with Jim Srnith, Senate
Armed Services Committee staff. He expressed concern that Soviet
Embassy personnel have been attending open sessions of Committee
hearings at which senior Defense officials are testifying. The members
want to be alerted to their presence and Smith asked if the Agency had
any bios and photographs of Soviet Embassy officials ~,vhich would aid
them in identifying them should they attend Committee: meetings. I told
him I would check with ourbiographics people and get back to him. The
request was referred to DDI/CPS.
11. BRIEFING I met with Dori Lynch, Senate
.Armed Services Committee staff, and gave him a copy of Mr. Paul
Walsh's, ADDI, briefing statement on the Soviet navy for Friday's
appearance before the Committee. Lynch requested the statement for
his review to develop questions and agreed to provide them to me prior
to the meeting to assist Mr. Walsh in preparing responses. Lynch
understood that the statement is at the Top Secret Codeword level a:nd
that it is being revised to delete the Codeword materi;~,l per his request.
He will exclude such material in his review. The meeting for Friday,
11 March, was set for 9:30 a, m. - 11:00 a. m. in RoorYi 212 of the Russell
Office Building. DDI/CPS, was advised. There will be a
transcript and technical monitoring was laid on with Security.
12. LIAISON I called Lewis Gullick, House
International Relations Committee staff, and told him that due to the
swearing-in of Admiral Turner and the visit of the President to the Agency,
we had been unable to get an answer back to him on hi.s request for an
analysis on S. Res. 400, but I told him I would get to him by 10 March.
After discussing the matter with Mr. Cary, will call Gullick
and give him our analysis of S. Res. 400.
13. LIAISON Received a call from James
Fellenbaum, Senate Appropriations Committee staff. Fellenbaum indicated
that as House mark-up on the IC Supplemental and FAT 1978 Budget will be
available prior to the 16 -March hearing, the Senate will . treat any appeals
we wish to make at that hearing.
The Committee wants appeals to be in writing and unclassified.
We should have it available for the staff on 14 March.

ADDENDUM TO JOURNAL

Wednesday - 9 March 1977
1. LIAISON Received a call from
Mark Gitenstein, Senate Select Committee on Intelligence staff,
who asked for the Agency's view of the need for the intelligence
sources and methods legislation.
2. LIAISON Talked to Elliot Maxwell,
Senate Select Committee on Intelligence staff, and arranged to pass to
him the .name of the hom Maxwell
may contact for station briefings during his up-coming., trip. Maxwell
will be in 0 from 10 March through 16 March. The information
was subsequently passed to Lot Cooke, on the Committee staff, for
Maxwell over the green phone in S 407 of the Capitol.
3. LIAISON Called Jean Evans,
Senate Select Committee on Intelligence staff, to inquire about the
attendance of an aide to Senator Charles McC. Mathia:~ (R. , Md.) at
a briefing in Evans said the aide
was a Foreign Service Officer working for Senator Mathias under the
Congressional Intern Program. Evans did not know that the aide was
being included in the briefing.
4. LIAISON Talked to '.I'ed Ralston,
Senate Select Committee on Inte igence staff, and arranged to see him
tomorrow regarding access to 38 "Blue Stripe" DDO reports. Ralston
must sign a Secrecy Agreement in order to review the reports.
5. LIAISON Called Dari Childs, Senate
Select Committee on Intelligence staff, to inform him that Admiral
Stansfield Turner would be unable to be present for th~~ entire briefing
on a CIA budget, scheduled for 22 March. I said Admiral Turner would
be able to attend the entire session if it would be moved to the afternoon
of the 22nd, but Childs said this would be impossible. The meeting is
still set for 22 March at 10:00 a. m. and the Committee understands that
Admiral Turner will not be able to stay for the entire session.
