1. LIAISON Charles A. Kezar, of the
Subcommittee on Advanced Energy Technology and Conservation Research
Development and Demonstration, called to request a copy of "The
International Energy Situation: Outlook to 1985." A copy was forwarded
to him.
2. LIAISON Mr. Cowles, of Senator
Mike Gravel's (D. , Alaska) office, called to request one copy of "The
International Energy Situation: Outlook to 1985. " A copy was forwarded
to him.
3. LIAISON Debbie Vines, of the office
of Representative Lester Wolff (D., N. Y.), asked for information on an
article appearing in a Vietnam newspaper entitled, NHAN DAN, which
mentioned Mr. Wolff. I called FBIS, and they forwarded to me a report
on the above mentioned article. I then forwarded this information to
Debbie Vines.
4. I I LIAISON Don Sarff, of Senator Howard
M. Metzen aum s (D., Ohio) office, called requesting an employment
package be sent to a constituent, It was sent out 25X1
to the constituent this date.
5., I LIAISON Lee Verstandig, Legislative
Assistant to Senator John Chafee (R., R. I. ), called to say he had checked
on his clearance. request and found that Senator Chafee had sent it to
DOD, not the FBI as the Senate Select Committee on Intelligence normally
handles its clearances. I suggested that Verstandig take the matter up
with Bill Miller, Staff Director of the Committee, ;pointing out that he had
discussed it with me and that I was asking our Security people to see if
they could expedite the procedure with DOD. F_ 1 DD/OS,
is doing this.) Verstandig and I will compare notes after we have gotten
feedback from our contacts.

6.1 1 LIAISON After numerous unsuccessful
attempts to reach Representative John Murphy (D., N.Y.), Chairman
of the House Committee on Merchant Marine and Fisheries, I talked
with Patty McAlister, Mr. Murphy's personal secretary, to tell her I
was calling the Congressman on behalf of the Director to express an
offer to provide whatever information we could to two of the Chairman's
subcommittees which will be looking into matters relating to the extension
of U. S. fishing rights. I said I thought we could provide the Subcommittee
on Fisheries and Wildlife, chaired by Representative Robert Leggett
(D., Calif.) and the Subcommittee on Oceanography, chaired by
Representative John Breaux (D., La.), with background information
that might be of use to them. I told her we would go ahead and contact
the staff people on these Subcommittees (Wayne Smith on the Oceanography
Subcommittee and at her suggestion, Ned Everett, on the Fisheries
and Wildlife Subcommittee).
7. LIAISON Met with Dave Finnegan, on the
staff of the Subcommittee on Energy & Power, House Interstate and Foreign
Commerce Committee, and Frank Potter, Counsel and Staff Director of
the Subcommittee, in a further effort to disengage Admiral Turner's
appearance from the panel discussion by the heads of the Department of
Transportation, ERDA, EPA, and FEA, on the basis that the latter would
concentrate on domestic policy issues. Potter was understanding and
ultimately Chairman John Dingell (D. , Mich.) arranged for Admiral
Turner to precede the other witnesses and to leave. as soon as he was
finished.
Potter agreed that briefings from the Agency would better
serve their informational needs when they are in executive session, and in
that connection he referred to a 16 May session on a MIT study which
parallels the findings of the CIA energy studies, but which has dragged along
and has been four years in the making. Potter would like to have a further
session with Agency representatives on the MIT study, but exact details
on how this would be done were not worked out and. we agreed to stay in
touch.

8. BRIEFING At her request, met with
Dorothy Fosdick, on the staff of the Permanent Subcommittee on
Investigations, Senate Governmental Affairs Committee, and she said that
Senator Henry M. Jackson (D. , Wash.) wanted them to receive a briefing
from on technology transfer. I indicated I was
unaware of role but would check and was sure we could
provide an appropriate briefer.
9. LIAISON Met with Grenville Garside,
on the staff of the Senate Energy and Natural Resources Committee, and
provided him copies of 'he unclassified study on "Prospects for Soviet Oil
Production" which had been released today and asked him to be sure to
get it to Chairman Henry M. Jackson (D. , Wash.) and the other five
Senators who attended the briefing of the Committee last week, indicating
that the study was being provided to the Subcommittee on Energy and Power,
House Interstate and Foreign Commerce Committee, this afternoon.
Garside appreciated our thoughtfulness and wanted to know if we would
have any problem if our two energy studies were put out by the Committee
as a Committee Print. I told him none whatsoever although, as he knows, the
studies have been fairly widely distributed within the Congress.
10. BRIEFING
intern working in the office of Senator Pete V. Dornenici
called to see if he could set up a briefing for the Senator
Bellmon (D. , Okla.) on Zaire for 28 April, 8:30 a? m.

11. LIAISON Tom Coleman, on the staff of
Representative Jack F. Kemp R. , N. Y. ), called on behalf of a constituent
who disagreed with the CIA energy study and wanted to talk to the Agency
people who had prepared it to ask a number of questions, including why it
differs on the reserves issue with a "Credit Banque de Belgium" report.
I explained for Coleman's information the misunderstanding arising over
reserves vis-a-vis production; indicated that I am sure that Mr. Kemp
would be appreciative of the fact that we are not a public information
agency and cannot have our analysts in the situation where they are phoned
directly by members of the public; and suggested instead that we draft
a letter for Mr. Kemp to send to the constituent,
which would respond to her questions. He thought t is was an excellent
idea.

13. CONSTITUENT Pat, in the office of
Representative Garry Brown (R. , Mich. ), called to ask for material
for a constituent from a college, who is inquiring as to how CIA came
into being, if the National Security Authority is in= existence, how many
departments make up CIA, and who serves on committees investigating
the CIA. I suggested she might wish to check directly with the National
Security Council, and noted that no committees are currently investigating
CIA, but there are oversight committees in being. I am forwarding copies
of the pamphlet on the Agency and "Intelligence in the War of Independence",
plus the lists of the membership of the five oversight committees (Senate
Foreign and House International Relations Committee not included) to her on
26 April; that should answer all the questions.
14. LIAISON Rob Pratt, of.the office of
Representative Robert F. Drinan (D. , Mass. ), called to request a copy
of "The International Energy Situation: Outlook to 1985. " A copy was
forwarded to him.
15. BRIEFING Accompanied the
Director to a briefing of the Subcommittee on Energy and Power,
House Interstate and Foreign Commerce Committee, to provide a back-
ground briefing on the world energy situation as part of the hearings
which the Subcommittee held today on the energy and transportation
problem. (See Memorandum for the Record.)
16. LIAISON At Mr. Cary's instruction,
called Chuck Snodgrass, House Appropriations Defense Subcommittee
staff, and told him that the KY 70 phone had been installed in Mr. Cary's
office and that I would give him the number as soon as we received it.
I also mentioned to Snodgrass that the letter from the Director
on the Surveys and Investigations Staff reports had been held up and
Snodgrass had no objection.
I also asked him if the additional questions he planned to provide
us were ready to be picked up and he said no but would let us know as
soon as they were.

Intelligence and Military Application of Nuclear Energy; the Senate
Armed Services Committee; Jim Gehrig, on the staff of the Commerce,
Science and Transportation Subcommittee on Science, Technology and
Space; and to Bob Walthius, Senate Republican Policy Committee; a
copy of the Director's statement today before the House Interstate and
Foreign Commerce Subcommittee on Energy and Power and a copy of
the CIA unclassified report "Prospects for Soviet Oil Production. "

20. LEGISLATION Spoke with Jim Davidson,
Counsel, Intergovernmental Relations Subcommittee of the Senate Committee
on Governmental Affairs, concerning any changes to S. 2, the Sunset Act,
subsequent to our meeting with the Subcommittee staff on 7 April. Mr. Davidson
indicated that two changes had been made, but that a third relating to
congressional power to obtain Executive branch budget request information
remained in the bill. He said he would make a copy of the latest Committee
print available for our review. The Subcommittee still plans to mark up the
bill very soon.
21. LEGISLATION Stan Taylor, Senate Select
Committee on Intelligence staff, called and said he had obtained a copy of
the Senate Committee on Banking, Housing and Urban Affairs draft report
on S. 305, which he made available to us for our review.
22. LIAISON Met with Ed Levine, Senate
Select Committee on Intelligence staff, who asked me one question about a
particular Agency CA program.
23. LIAISON Met with Elliot Maxwell, Senate
Select Committee on Intelligence staff, who gave me a list of the witnesses to
appear before the Committee on 27 and 28 April on the open budget issue.
Admiral Stansfield Turner will be the sole spokesman on the morning of
27 April. Senators requesting to testify and former DCI's will appear in the
afternoon of 27 April. On 28 April, there will be a constitutional law panel
and a "policy panel" to discuss the issue. Maxwell estimated that Admiral Turner
should plan on one and a half or two hours before the Committee.
Taylor gave me a copy of the proposed Banking, Housing and Urban
Affairs Committee report on S. 305 for our review?

25. LIAISON Received a call from
Jean Christoff, Senate Select Committee on Intelligence staff, who asked
for biographic information on William Colby, George Bush and John Warner,
all of whom will be appearing before the Committee on the open budget issue.
I answered Christoff's questions on Mr. Bush and Mr. Colby. Later in the
day, I delivered a biographic profile on Mr. Warner provided by OGC to
Christoff.
26.1 ADMINISTRATIVE - DELIVERIES
Delivered to Audrey Hatry for Tom Moore, Senate Select Committee on
Intelligence staff, a letter to Senator Gary Hart (D. , Colo.) from Admiral
Stansfield Turner regarding the top 20 private contractors with the
Intelligence Community.
27. LIAISON Met with Anne Karalekas, Senate
Select Committee on Intelligence staff, and informed her we could provide
an unclassified response to one of the two follow-up confirmation questions
for Admiral Turner for which no unclassified response had previously been
provided. Karalekas needs the answer by tomorrow morning in order for
it to be published.

Minority Counsel, Senate Select Committee on
Intelligence, and delivered to him a copy of the Director's testimony on the
energy situation before Chairman John D. Dingell's (D., Mich.) Subcommittee
on Energy and Power, Committee on Interstate and Foreign Commerce. I
also delivered to him two copies of the unclassified report Prospects for
Soviet Oil Production.
I told Eisenhower we were again prepared to have him tour a
sensitive Agency facility and Eisenhower will see when Senator Barry
Goldwater (R. , Ariz.) is available for the trip. Eisenhower hopes it can be
accomplished within the next week.
29. ADMINISTRATIVE - DELIVERIES
Delivered to Audrey Hatry, Clerk, Senate Select Committee on Intelligence
staff, 20 copies of the January 1977 Basic Intelligence Fact Book.
Bill Miller, Staff Director, had earlier requested one copy for each
Senator on the Committee.

30. LIAISON Met With Bill Miller, Staff
Director, Senate Select Committee on Intelligence, and discussed with
him the problems the Office of Security will face in attempting to rid its
files of improperly collected and retained information. I briefed Miller
on the scope of the problem, the new guidelines to be issued on the
retention of material, and the impoundment procedures currently utilized
by OS. Miller appreciated the problems involved and said he could see
that the problems could take years to resolve.
I reminded Miller that Admiral Turner was prepared to brief the
Committee on the issue of SALT verification and Miller said the Committee
would probably ask for a briefing around the middle of May.
I delivered to Miller a copy of the Director's statement of today
before the Subcommittee on Energy and Power, Committee on Interstate and
Foreign Commerce and copies of the unclassified report Prospects for
Soviet Oil Production.
I informed Miller that we were once again prepared for him to visit
a sensitive Agency facility, and Miller is still interested in making such a
trip. No date, however, was set for the visit.
Miller informed me that the mark-up on the intelligence budget
had been postponed until after the sessions on the open budget.
31.1 IAISON Met with Jackie Johnson, in the
office of Representative William F. Walsh (R., N. Y ), and discussed with
her a current inquiry on the Boyce-Lee espionage case. I agreed to get
back to her with more information.
32. LIAISON Picked up from Lot Cooke,
Senate Select Committee on Intelligence staff, the second half of the
transcript from Admiral Stansfield Turner's 18 April briefing of the
Senate Select Committee on Intelligence on covert action and sensitive
intelligence collection.
33, LIAISON Picked up for

34. LIAISON Called Norvill Jones, Senate
Foreign Relations Committee staff, Jack Brady, House International Relations
Committee staff, John Ford, House Armed Services Committee staff, and
Frank Sullivan, Senate Armed Services Committee staff, to advise them
of the Director's appearance before Chairman John Dingell's (D. , Mich.)
Subcommittee on Energy and Power, House Interstate and Foreign Commerce
Committee on 25 April. I told them we would get to them during the
afternoon copies of the Director's statement and the Soviet 'oil report
which had been modified in order to allow its public release.
35. LIAISON Peter Hunt, on the staff of the
House Interstate and Foreign Commerce Committee, called with some
questions relating to a book he had recently read with respect to liquid air
bombs;, cryogenics, e-tc. I spoke to Congressional Support 25X1
Office, about the matter and it was decided ould have someone 25X1
call Hunt to explain these subjects to him and answer his questions.
36. ADMINISTRATIVE DELIVERIES
Delivered to Norvill Jones, Senate Foreign Relations Committee staff,
background information and biographic information on Egypt and Tunisia for
Senators Howard Baker (R. , Tenn. ) and Richard Stone (D. , Fla. } , He-signed a
receipt and said he would-..return the materials when he was finished.
I also delivered to Jack Brady, House International Relations
Committee, and Jones, copies of the Director's statement before
Chairman John Dingell's Subcommittee on Energy and Power, House
Interstate and Foreign Commer Committee, and copies of the unclassified
Soviet oil report.
I also delivered to Brady background material for passage to
Representative Dante Fascell (D. , Fla. ) regarding Executive Order 11652
and 11905 and CIA records management, all of which was unclassified.
37. LIAISON Called Jack Brady, House
International Relations Committee staff, and asked if any resolution had been
made with respect to covert action briefings and reminded him that we stood
ready to give the Committee an update briefing on covert actions at such time
as they had their procedures ironed out. Brady said that nothing had been
resolved and would bring the matter to the attention of Chairman Clement
Zablocki (D., Wis.) again. 25X1
