2, BRIEFING Sat in on a briefing of Senator
Sam Nunn (D. , Ga.) on the subject of the Agency's activities in collecting
intelligence on international illegal narcotics trafficking given by
Mr. Ted Shackley, ADDO, and Also
in attendance were Mr. Owen Malone, Chief Counsel, Senate overnmental
Affairs Permanent Subcommittee on Investigations, and Mr. Keith
Adkinson, of the Subcommittee staff. Mr. Shackley explained the
Agency's role and responsibilities and its coordination with DEA. (See
Memorandum for the Record prepared by I gave to
Adkinson a copy of the DDI's study on the narcotics situation in several
countries. He also asked if we could provide the Subcommittee any
comprehensive reports on international terrorism and a clear case of
international terrorism linked to groups in the United States which the
Subcommittee could use to illustrate the threat. Mr. Shackley said he
would check to see if such a case could be provided. I will follow up on
providing reports on terrorism.
3. BRIEFING Delivered to the Senate Armed
Services Committee the corrected transcript of the Agency's briefing on
the Soviet navy on 11 March together with responses for the record to a
number of questions that were raised during the briefing.

4, PLC) LIAISON Received a call from
Rick Grawey, House Government Operations Subcommittee on Manpower
and Housing staff, advising that Mr. Tom Tinsley, Civil Service
Commission, had informed him that he will be reversing the Commission's
policy not to grant reemployed CIARDS annuitants further retirement
benefits. Grawey inquired as to whether the Agency will be granting
annuitants a waiver of further benefits under the CIA Retirement Act to
allow the Commission to make a full recomputation. I told him our
General Counsel will make this decision as soon as the Civil Service
Commission formally advises the Agency of its reversal. I further
explained that the Commission will make its decision as soon as the
Agency provides the total number of reemployed CIARDS annuitants.
Grawey asked that I let him know when this information is given to the
Commission, and he will call Mr. Tinsley to press for quick action.

cancel the FBIS subscription addressed to Mr. Mike :Petit.

Daniel K. Inouye (D., Hawaii), Senate Select Committee on Intelligence, an
interim response fro egarding the Committee's letter on
the 10 March New York Times article by William Safi.re.

9. IAISON The DDCI, Bill Wells, DDO,
Sayre Stevens, DDI, Mike Malanick, ADDA, Jim Taylor, Comptroller,
Assistant to the DDCI, and myself met for about two
and one-half hours this evening with Bill Miller, Staff Director, Senate
Select Committee on Intelligence, Elliot Maxwell, and Anne Karalekas,
both on the Committee staff, to discuss some of the broad issues which
relate to the Committee's work in the field of legislation. I
O/DCI, was in attendance at the start of the session but was ca e to
another appointment.
met with Al From, Jim Davidson and Doug Barrett of the Subcommittee
on Intergovernmental Relations staff, Senate Committee on Governmental
Affairs, to discuss S. 2, Senator Edmund Muskie's (D., Maine) "Sunset"
bill. (See Memorandum for the Record).
11. LEGISLATION Robert Schenez of
the Office of Management/EEO, State Department, called to find out
what CIA's position was on the Civil Service Commission draft bill to
prohibit discrimination on the basis of handicap and for other purposes.
I told him that we were still awaiting position papers from the Offices of
Security, Personnel and Medical Services, and after I heard from them
I would give him a call.
