1. LIAISON I received a call from
Lawrence Lucero, in the office of Representative Manuel Lujan (R., N. Mex.
concerning CIA tours. I told him that nothing had been confirmed
yet but hopefully the tours would begin in July and we would put his
name on a list and would be back in touch as soon as we had firm
information.
2. LIAISON Mark Moran, formerly of
ex-Senator John Tunney's (D. , Calif.) staff, called to say that he is now
to be Senator Frank Church's (D. , Idaho) designee on the Senate Foreign
Relations Committee, to do primarily Senator Church's S. Res. 60 business
(not the Subcommittee on Foreign Economic Policy which Senator Church
chairs). He is having Department of Defense update his Top Secret and Q
clearances, and would like us to arrange for SI/TK clearances. I said I
would inquire and get back to him.
3. FBIS George Armstrong, in the office
of Representative John Ashbrook (R., Ohio), called and requested two
copies of the "Supplement" to the USSR FBIS Daily Report of 10 June which
contained a translation of the Soviet constitution. I told him I would have
them sent to him as soon as possible. FBIS will handle this directly.
4. LIAISON I received a call from Doey,
in the office of Representative Edward Madigan (R. , 111. ), concerning
the CIA tours. I told her that nothing had been confirmed yet but
hopefully the tours would begin in July and we would put her name
on a list and would be back in touch as soon as we had firm information.

5. LIAISON Called Co].. Steve Harrick,
DOD, and thanked him for sending us notes on upcoming briefings by
DIA. I clarified that their briefing of the Joint Economic Committee
Subcommittee on Priorities and Economy in Government is scheduled
for 24 June. I also told Col. Harrick that we are briefing the same
Subcommittee on 23 June on the subject of the Soviet and Chinese
economies. I told him we would send him a listing each week of our
scheduled briefings for the following week. We agreed to keep in
close touch on these exchanges. Col. Harrick noted that he has made
arrangements to get together with Messrs. Richard Kaufman and
George Krumbhaar, of the Joint Economic Committee staff, to sign
them up for their compartmented clearances either Monday or
Tuesday of next week. He said they already have DOD Top Secret
clearances. I told him I would pass this on.
6. LIAISON Per his earlier request,
I mailed a USSR Agriculture atlas and an Indian Ocean atlas to Dale
Schmidt, in the office of Representative Robert W. Kasten (R. , Wis. ).
7. LIAISON Received a call from
Elizabeth Daust, on the House International Relations Committee staff,
who asked to be put on the subscription list to receive! the Agency
publication "Chiefs of State and Cabinet Members of Foreign Governments.

8. LIAISON Colonel Steve Harrick, DOD,
called in connection with the briefing of the Senate Foreign Relations
Committee on Monday, 20 June, and asked me to pass on to
that he completely understood our permitting only the one DIA representative
to sit in on the briefing. Originally he had inquired into the possibility
of having two observers there, one DIA representative and one representative
from the International Relations Staff, DOD.

10. LEGISLATION Received a call from
Phil Manuel, Senate Governmental Affairs Permanent. Investigations
Subcommittee staff. A bill is being proposed by several members to
establish criminal penalties for computer fraud. The sponsors requested
that the proposal be reviewed informally by CIA before it is introduced
to be certain that intelligence agencies will not be affected. A copy was
picked up by courier and was referred to the Office of General Counsel
for review.
11. LIAISON Received a call from Grace,
in the office of Representative Newton I. Steers (R. , Md. ), requesting
information about Agency tours for a constituent. I informed her that
nothing had been confirmed yet but hopefully the tours would begin in
July and we would put her name on a list and would be back in touch
when we had firm information.
12. LIAISON Received a call from Phillip
Manuel, Senate Governmental Affairs Committee staff', requesting an
analysis of proposed legislation on computer security. The bill was picked
up and passed to the Legislation Staff for action.
14. ADMINISTRATIVE-DELIVERIES Delivered
a corrected transcript of the Middle East briefing, held 7 June 1977, to Bill
Jordan, Senate Appropriations Subcommittee on Foreign Operations staff, and
I retrieved the uncorrected copy left earlier.
15. ADMINISTRATIVE-DELIVERIES Picked up
from Tom Smeeton, House International Relations Committee staff, a copy of
"Trading With Enemy Act Amendments" which was passed to Legislation Staff
for analysis.

18. LIAISON Norvill Jones, Chief of Staff,
Senate Foreign Relations Committee, called and asked. if the DCI's
intelligence assessment sent today was the annex to PRM-13. I told
him that it was not the annex but it was the same information--it was
the Intelligence Community's judgment as expressed by the DCI. Jones
understood the need for this distinction in facilitating a response to the
Committee's interest without getting entangled in Executive /Legislative
prerogatives. In response to my query, Jones said to his knowledge no
one in the Committee would make an issue of the distinction as long as they
are aware that they have the DCFs Community assessment.
Jones reminded me that the Committee is still waiting patiently
for its briefing on intelligence agreements subject to the Case Act. I
promised to look into the status and be back in touch. Tony Lapham,
General Counsel, has been requested to check the status of this with
the Counsel to the President.

20. I BRIEFING Spoke to Dick Kaufman,
General Counsel, Joint Economic Committee, concerning what we might
be able to do with the Subcommittee on Priorities and Economy in Government
briefing scheduled for 23 June at 10:00 a. m. if there is a conflict because
of a White House meeting for the DCI. Kaufman was very reluctant to
limit the DCI's availability to only an introductory statement and said
he would prefer to recommend to Chairman William W. Proxmire
(D. , Wis.) to change the date of the briefing. He will wait to hear
further if we desire any change. After discussing this with
O/DCI, it was decided to hold to the 23 June briefing

22. I BRIEFING Bruce Van Voorst,
on the staff of Senator Dick Clark (D. , Iowa), called to request a briefing
on U. S. overhead surveillance capabilities for the Senator only either
4:00 p. m. to 5:00 p. m. on Tuesday, 21 June, or 11:30 a. m. to 12:30 p. m.
on Friday, 24 June.

1. LIAISON Chuck Snodgrass, House
Appropriations Defense Subcommittee staff, called on a sensitive
item on behalf of Chairman George Mahon (D., Texas).
2. LIAISON After checking with
Mr. Knoche, DDCI, I called Bill Miller, Staff Director, Senate Select
Committee on Intelligence, to tell him that he was welcome to accompany
Chairman Daniel Inouye (D., Hawaii) to the speech he was going to give
Agency employees in the Auditorium this afternoon. Miller thanked me
for calling and said he would indeed come along with the Chairman. I
told him that Mr. Knoche would pick them up at the Chairman's office
at approximately 2:20 p. m.
3. BRIEFING Accompanied Elliot Maxwell,
Senate Select Committee on Intelligence staff, to a two, hour lecture at the
Mid-Career Course on the subject of Congressional Oversight and the
Senate Select Committee on Intelligence charter ideas,.

5. LIAISON Talked with Dan Childs,
Senate Select Committee on Intelligence staff, regarding S. 1539, the
Intelligence Authorization Bill. Childs said no firm strategy plans had
been agreed to, but that there was_ some discussion of trying to get
unanimous consent that there be no debate on the bill. Childs said the
Committee was concerned that some Senators might ask to go into secret
session to discuss the bill, and that the question of an open budget, which
the Committee hopes to handle separately, would become inextricably
involved in the Authorization bill debate.
7. LIAISON Received a call from Peg Pokusa,
Senate Select Committee on Intelligence staff, who said there had been some
last minute changes in Chairman Daniel K. Inouye's (D., Hawaii), Senate
Select Committee on Intelligence, speech as CIA guest speaker and asked that
I get this word to Audrey Hatry, Clerk, Senate Select Committee on Intelligence
staff, who would be attending the speech. Pokusa was concerned that copies
of the older version of the speech would be given to the press. I did locate
Hatry in the auditorium and passed this message to her.
8. LIAISON Met with Howard Liebengood, aide
to Senator Howard H. Baker (R. , Tenn. ), and received from him a copy
of the proposed bill on computer security, to be introduced by Senator
Abraham Ribicoff (D. , Conn. ). I agreed to get back to Liebengood Monday
with Agency views on the legislation.
9. LIAISON Received a telephone call
from Representative Louis Stokes (D. , Ohio), Chairman, House Select
Committee on Assassinations, requesting delivery of four FBI Summary
Investigative Reports on HSCA staffers which the Director of Security
was holding for Chairman Stokes. I took them to his office and, at his
request, delivered them to Mrs. JoAnn White, his personal secretary.
