1. LIAISON In connection with her
request of yesterday, sent to Betty Burger, in the office of
Representative Charles E. Grassley (R., Iowa), a fact sheet on
the Agency's Cooperative Education Program. This fact sheet was
furnished by the Office of Personnel.
2. LIAISON Received a call from
Dick Friedeman, Research Assistant to Senator Robert J. Dole (R., Kans.),
who said the Senator has been trying to obtain a copy of a French magazine
entitled "Afrique-Asie" which contains a long interview with Fidel Castro.
He said he would like to get a copy in English if possible but if not, they
could have the Library of Congress translate it for them. I told him I
would check and see if we could come up with a copy of it. He said he did
not have the exact date of the issue but it is about three weeks old.
4. LIAISON Several congressional offices
called seeking information about Project OUTREACH. I informed them
that the tour program would begin in about 6-8 weeks and I would be glad
to call them back once the schedule was more firm. The following offices
called: Representative Joseph Gaydos (D. , Pa. ), Representative Clarence
Long (D. , Md. ), Senator Henry Bellmon (R. , Okla.), Representative
W. Henson Moore (R., La.), Representative Romano Mazzoli (D., Ky.),
Representative Lindy Boggs (D. , La. ), and Representative Gladys Spellman
(D. , Md. ).

5. LIAISON Delivered to Jim George,
Minority staff member, House Government Operations Subcommittee on
Legislation and National Security, I letter acknowledging
Representative Frank Horton's (R., N. Y.) letter introducing Mr. George.
George said that Mr. Horton's letter followed a set format and he fully
understands that he would not be made privy to the detailed operations
of the Agency normally associated with Congressional oversight. He
asked for a copy of the Agency's recently released unclassified studies
on energy and said that he may from time to time submit requests to us.
I said we would make every effort to help him out whenever we can.

9. LIAISON Charles Snodgrass, House
Appropriations Defense Subcommittee staff, called and said that he had
read in the Atlantic Constitution that Attorney General Griffin Bell
issued. a legal opinion of not making the intelligence budget public and
requested a copy. will handle.
10. LIAISON I and I
met with Philip Lacovara, Special Counsel, House Committee on Standards
of Official Conduct, to review with him our proposal. and his counter-
proposal for a Memorandum of Understanding between the Committee and
CIA and a Nondisclosure Agreement to be signed by Committee staffers
who are granted access to CIA material. (See Memorandum for the
Record.)
12. LIAISON Paul Daly, FBI, called.
concerning the handling of the Agency's need for additional information on
prospective staffers of the House Select Committee on Assassinations in
connection with DCID 1/14 clearance processing. This will be ironed out
by Robert Gambino, D/OS, and Daly.

13. LIAISON Called Mike O'Neil, in the
office of Representative Edward P. Boland (D. , Mass. ), to close the
loop on the upcoming resolution on a House select committee on intelligence.
O'Neil was appreciative of the offer of assistance and we discussed briefly
the Rule XI and Hughes /Ryan amendment problems which he said he would
like some assistance in obtaining a fix. I said we would send him down
recommended approaches first thing in the morning. I Iwill
follow-up on this.
14, LIAISON David Bushong, Senate Select
Committee on Intelligence staff, called to say he had visited the Inter-
Agency Classification and Review Committee and while there had been told
of a NFIB Security Committee report on unauthorized disclosures. He
asked to see a copy of the report.
I told Bushong I was setting up an orientation briefing for him on
10 June with Directorate representatives. These would run from 9:00 a. m.
to 2:00 p.m. In addition, I told Bushong I scheduled a meeting with Eloise
Page, DDO and SE Division, on DDO practices regarding
bigot lists.
15. LIAISON Called Audrey Hatry, Senate Select
Committee on Intelligence staff, and confirmed 8 June at 10:30 a. m. , for
the Director's briefing on Soviet SIGINT activities.
16. LIAISON Per of this
office, request,sent some maps and road guides on Jakarta, Singapore,
Osaka Kobe, Hong Kong, and Tokyo to Debbie Stern, Department of
Agriculture.
17. I LIAISON
Deputy Director of Security, and I met with Representative Louis Stokes
(D. , Ohio), Chairman, House Select Committee on Assassinations, to
discuss the clearance status of 19 staff members of the Committee. Our
discussion with Chairman Stokes went beyond the original subject and
covered a wide variety of matters. After I returned to Headquarters, I
received a personal call from the Chairman regarding certain procedures
concerning investigation of staff members. (See Memorandum for the
Record.)

18. LIAISON John W. Nields, Jr.,
and Martha Talley, of the House Committee on Standards of Official
Conduct staff, were briefed on their compartmented clearances by
OS/SSC.
19. LIAISON Met with William Byrd,
Bipartisan Intern Committee, to discuss the possibility of the Agency
providing a speaker for one of their regularly scheduled seminar
sessions. Mr. Byrd thought such a session would be appropriate and
suggested three possible dates: 29 June, 6 July or 13 July. The
session would be held in the Coolidge Auditorium of the Library of
Congress from 12:00 noon to 1:30 p.m. The Auditorium is the
largest facility on the Hill and can accommodate 600. Mr. Byrd
predicted a large turn-out indicating that there are approximately
2, 500 interns on the Hill. He also cautioned that, although most of
the inter n.s have finished at least one year of college, such a large
group could, include hostile elements. Admission to the session is
on a first come basis with attendees showing a Congressional Intern
I. D. card for entrance. I will schedule a convenient date in coordination
with A/DCI/PA and the OTR briefing office so that the DCI might have
the option of attending to offer opening remarks.

21. I LIAISON Received. a telephone call from
Paul Michel, Department of Justice. Michel wished to tell me that he had
been called by John W. Nields, Jr., Special Counsel, House Committee
on.Standards of Official Conduct, who told Michel that he was aware that
Michel was blocking House Committee on Standards of Official Conduct
(HCSOC) access to CIA documents vital to the pursuit of HCSOC investigations.
I explained to Michel that I had discussed this matter with Nields
earlier and had made it clear to him that there is no intention to withhold
any information from the HCSOC. We plan to show Nields sanitized.
documents first and have him ask specific questions in order to get
specific answers rather than simply put before Nields everything in our
files which we believe may be of value to him.
It was my best impression that Nields had understood this but I
indicated to Michel that perhaps he had not. In any case, I asked Michel
to contact me if he had. any further indication that Nields still believes
Justice is blocking the HCSOC in its need for information. Michel agreed
to do so.

1. (Internal Use Only - THW) LIAISON Seth Tillman, Senate
Foreign Relations Committee staff, called with the list of people who
will attend the briefing on North-South Korean balance of forces on
7 June. Those who will attend are Hans Binnendijk, Herbert Beckington,
Bill Richardson and Seth Tillman, of the Committee staff together with
Roy Werner of Senator John Glenn's (D., Ohio) office, and Steuart Janney,
of Senator Howard Baker's (R. , Tenn.) office. The latter two are S. Res. 4
(formerly S. Res. 60) staffers. The briefing will be held in S-116 at the
Capitol.
