13. (Unclassified -JMD) LIAISON Called Barbara, in the
office of Senator Barry Goldwater (R. , Ariz. ), to arrange a courtesy
call meeting between Senator Goldwater and Ambassador Carlucci.
Barbara said she will try to arrange a date for later this week or early
next week and she will call back as soon as she can.
14. (Unclassified -JMD) LIAISON Called Holly Brown,
.appointment secretary to Senatox John Chafee (R., R.I. ), and arranged
a courtesy call meeting between the Senator and Ambassador Carlucci
for. 16 January 1978 at 2:30 p. m. in room 3105 Dirks en Senate Office
Building.

appointment secretary to Senator James O. Eastland (D., Miss. ), to
arrange a courtesy call meeting between the Senator and Ambassador
Carlucci. Ms. Chapman said the Senator will not be back until
19 January and she will call me back when they can schedule an appointment.
16. (Unclassified -JMD) LIAISON Called Mary Lou McNeeley,
secretary to Senatar Alan Cranston (D. , Calif. ), to arrange a courtesy
call meeting between the Senator and Ambassador Carlucci. Ms. McNeeley
will call me back.
17. (Unclassified -JMD) LIAISON Called Pat Butler, appointment
.secretary to Senator Ted Stevens (D. , Alaska), to arrange a courtesy call
meeting between the Senator and Ambassador Carlucci. Ms. Butler said
the Senator will not be back in town until 18 January and he has to approve
all appointments. She said she will call me on 19 January and advise me
when the Senator can meet with the Ambassador.

secretary to Senator Warren Magnuson (D., Wash. ), to arrange a courtesy
call meeting between the Senator and Ambassador Carlucci. Ms. Winter
said the Senator will be back in town on 19 January and asked that I call
back on that day to set an appointment.

request for back r rial on Kenya for Mr. Mitchell. After
checking wit NFAC/CSS, I said that we would pull a
package toget er an send it to the Congressman's office in care of
Carl Sahre per his request.

24. (Unclassified -MMP) LIAISON Called Susan Dine, in
the office of Representative Les Aspin (D. , Wisc. ), and asked her
if she had an extra copy of Mr. Aspin's twenty-.six page paper on SALT II
and whether we could have a copy. of it (for Sid Grabel in OSR, per
NFAC/CSS). She said that she would send it over, but
I requested that they hold it for our courier to pick up.

26. GLC) LIAISON Called John Ahearne,
Department o~ Energy, by way of follow-up to a call he had placed to
Jack Blake, A/DDCI. In response to his question, I told him we had
briefed Representative Morris'Udall (D., Ariz.) on NUMEC on 26
August 1977. We talked about the response which DOE would make to
an inquiry from Mr. Udall for copies of our NUMEC documents in their
possession. I suggested (as I have done with several other DOE
representatives) that they indicate that in accordance with the third
agency rule, any request for documents which DOE has obtained from
CIA. should be addressed to the Agency. Ahearne (as other DOE repre-
sentatives) expressed a reluctance to make any reference to the third
agency rule. They feel that referring to this rule is tantamount to invoking
executive privilege. He said they are merely indicating to Mr. Udall
that NUMEC documents in their possession include some CIA material
and that requests for access to those materials should be addressed
to the Agency. I said this was acceptable to us.
