25 August 1950, in which you invited we to submit ny opinions on
oommunications problems which the President's Communioations Policy Board
is studying.
2, I consider it an honor to have been selected as one of those to
whom a request was node. The opportunity afforded we to be of assistance
to you and *the Board in resolving some of the difficulties which face
the United States in the field of rapid communications is appreciated.
3. However, I. must ask to be excused from submittingAy personal
views on these matters, since to do so would be contrary teatablished
policy and security regulations of the Central Intelligence Agency.
