SUBJECT: PSB Inventory of Resources Presently Available for
Psychological Operations' Planning
Two copies of the attached have been received in OPC. One copy
is furnished herewith for your use and files. You will recall that
this is the famous Panel B. and so much interdepartmental differences
of opinion as to its value developed, plus the fear that as a formally
approved document it would represent doctrine, that it was finally
decided to handle it as a staff referred check list for planners.
