2. Specific
a. There is a requirement for the establishment of a clear-
cut policy outlining CIA's objectives and the scope and extent to
which covert operations should be employed to achieve these objectives.
We are currently operating on a piecemeal basis which is grossly inade-
quate to achieve important and long-range results.
b. In order to eliminate peripheral, one-shot operations
there is a requirement for rolicy guidance in the field of economic
warfare delineating our total objectives, and the scope to which our
covert operations can be undertaken on a long-range basis.
c. There is need for policy guidance to coordinate our propa-
ganda objectives on a current as well as long-rang2 51 1~s.

It is no longer tenable that the U.S. should continue to

uct its foreign relations on the basis that our economic approach
n be dissociated from our efforts to solve the political equation.
