SUBJECTS : 1) Recommended Correction of Estimate of World Situation
(Part II, Section II, Paragraph A 3 d of CIA/OPC Stra-
tegic Plan dated 1 August 1951).
2) Request for Intelligence Summary for Latin America
(to become IG of Parts Two and Four of WHD/OPC Stra-
tegic Plan).
1. Part II, Section II, Paragraph A 3 d of the CIA/OPC Strategic Plan
dated 1 August 1951 (Estimate of World Situation) reads as follows:
"...d. Africa and the Western Hemisphere
(1) The countries of North and South America and Africa
are of less immediate concern to the Kremlin, and the
principal Communist problem is one of organization and
successful infiltration and control of political and econ-
omic organizations such as labor unions, national political
parties, etc. These efforts will undoubtedly continue,
supported by Soviet propaganda, with the aim of splitting
these countries from association with the U.S. and Western
Europe and preventing effective contribution by them to
Western defense."
2. This Division, and especially SA/DD/P-LA,
believe that as regards Middle and South America the Estimate should read
as follows, and it is requested that this Division be authorized to state
the following in its Division Strategic Plan:
The countries of Middle and South America are of great concern
to the USSR because they are the most important source of raw materials
for the United States outside the reach of long-range Soviet bombers.
The inability of the USSR to achieve its objectives in these countries
by military means or the threat of such means, forces it to rely
almost entirely on political and psychological warfare. This warfare
will therefore be conducted with growing intensity, by attempting
further infiltration and control of national political parties, labor
unions, the police, military forces, financial and banking circles, the
local press, and strategic industries. Efforts will be made to strengthen
local Communist parties and fronts. Clandestine nets will be required
to secure and supply vital shipping information in case of general war.

The major objectives of the USSR will be to split Middle and South
America from association with the United States and Western Europe,
and prevent any effective contribution by these countries to
western defense.
3. It is requested that this Division be furnished with an Intell-
igence Summary for the area of WHD, to be inserted at Paragraph 1 G nf
Parts Two and Four of the WHD/?PC Strategic Plan. To provide a frame of
reference for your office in fulfilling this request, there is attached
to the original of the memorandum Copy No. 3 of 7/24/51 Draft of WHD/OPC
Strategic Plan.
