Approved For Relea02003/06/12 : CIA-RDP80-01065A00000120064-4 25 June 1951 25X6 25X6 L E i Of? (MAIL FOR THE RECORD 02j='. General.Llegruder?s Comments on Draft of OPC Strategic Plrn 1. On 21 June 1951, I called on General Magruder, at his request, to receive and discuss his corrents on the Strategic Plan. I also left with him n copy of the revised draft explaining that generally it contained only editorial revisions on the previous draft. General Magruderts comments are set forth below identified by section and paragraph number of the plan to which they refer? It is his understanding that the plan rill be sched- uled for discussion at a future Represent atives I meeting at which time he All have an opportunity to further elaborate his views on some of the more important sections on which he has commented. I As Suggest the phrase "Foreign Programs" be elaborated to state the intent of this motion more specifically. I,,,I,,,,s The parenthetical expression under this paragraph that "if such action should occur, it will be a ' x is at hand" would not hold for (The revised draft corrected a P ra,grap, by sUbst3.tU~ing the words "critically important" for "essential" and the words "both ..., and" for "either..., or." Suggest this term be spelled out. V_. 2s This task should be defined more narrowly by saying, for example, "to ist in defending the non-Conimlmist world against fL ftAV- thet Com aia encroachments." V B 3c Suggest this tank be restated to describe more specifically its intended moaning. It probably means subversion of Conrmi-t regime in these countries. 1-1-1: Suggest that countries listed in this group be arranged b, area and in a suggested order of importance. ? C 2: Believe that Red China which is listed in this priority should take precedence over Southeast Asia which is listed in Priority One above. Also suggest that the European satellites should be I..isted, in order of relative importance. (General Magruder and I discussed the general subject of priorities at some length and agreed that this topic, should be discussed in detail when this plan is next taken up by the Representatives. It appears that General Magruder agrees geiieraally that the defense of Western mope is of greater urgency than "s the attack on the European satellites but that in Asia the situation is re.. versed. General Magrude-.c would urge that in Asia the prepondorence of our effort be devoted at on-all-out attack on the Chinese Coy nunjst regime on the very likely condition that Southeast Asia would not be in immediate danger of subversion LC we were able to frustrate the cn- solidation of the Communist regime `$.n China.) (With respect to the listing the satellites in order of mportence, I explained that such listing will appear in Division Plans.) V 3: Inclined to agree with GPO that the USSR should be Priority 171. (NOR I explained to General Magruder our concert Jr listing -these tasks in this priority as being th(ft, order in which we would allocate our total effort in the period July 1953 to July 1953 and that a longer range plan would be devoted to the period beyond July 3-953. This long.. range plan would be devoted largely to operations against the U SR which would, therefore, make it Priority. #1 in terms of our total effort .for that period. In other words, the priority listing in the present plan is not in terms of portange but ether in terms of relati.va magnitude of the effort which will be devoted' to the various tasks during the period of the present plan. General. Magr der suggested that this saction should be prefaced with an explanation of this concept so that it would be clear that wile a greater portion of our resources would be devoted to prior_ ities l and 2 during this period, en equal or greater amount of energy and genius would be devoted to doing everything possible tigai.ast the USSR itself.) 1 4C The priority s Approved For Release 2003/06/12 : CIA-RDP80-01065A000100120064-4 SECRET Approved For Release 2003/06/12 CIA-RDP80-01065A000100120064-4 V?, : The priority listing in this task tiiill probably be sub- jee t cchange In the light of the decision by the NSC on the Magnitude Paper. 25X1A i 4 : Suggest a more detailed state sent of the area of respon- s ib it it3r of the Latin American Division. ,?b: Sugrrest this sentence on the mission of FE be changed to read as follows ttFoster the emergence of and develop leadership which will, not be subject to domination by the USSR and provide a secure locus for free Chinese elements in which to develop a non-Coacamunist de critic regime." Suggest adding as an element of the FE mission the followings "Organize thq resistance of overseas Chinese against the Chinese Conmiunist regime. V1 B 6c: Suggest adding to this paragraph the requirement to pro.. pare these defectors for eventual eioplgyment in the task.of liberating their respective home countries., Our 4timate aim with respect to do - feptors.is not rehabilitation and assimilation in. the West, but rather g ting them ready to go back to perform tasks in freeing their coun- tries from Communist conquest. 2VZ: Suggest that this section b3 expanded to include the general d6script3on of the functions of the Cxp regional. representatives in the various areas. This should include a broad statement of the function of .the OPC station chiefs. Also suggest a general statement covering the. relationahIp of OPC personnel to 080 in the field.
