MISSIONS
1. Frustrate by all possible means, including
mass resistance, Communist regimes and instrumentali-
ties in areas controlled or dominated by the USSR in
order to weaken or destroy their will and ability to
interfere with the accomplishment of U. S. objectives:
incite and foster separation between the various So-
viet Governments and particularly between those
governments and the USSR: foster and support the
emergence and establishment of local leaderships
capable of maintaining themselves as part of the free
democratic world.
t. Disrupt and weaken the Soviet political,
economic, military and psychological capabilities
for further offensive action against the non-Soviet
world; destroy the effectiveness of overt and covert
Soviet instrumentalities.
S. Prepare the people of foreign countries to
conduct unconventional warfare and resistance ac-
tivities under the direction of the Western Allies
or Military Theater Commanders in the event of hos-
tilities with the USSR or its satellites.
6. Strengthen the will and ability of the
people of foreign countries to resist the internal
and external encroachments of Communist forces and
enroll peoples and governments on the side of the
West in the East-West conflict.
7. In foreign countries not under Communist
domination, dissipate and destroy the support and
strength of local Communist elements and minimize the
efforts of the activities of Soviet instrumentalities;
support anti-Communist parties, governments and or-
ganizations; acquaint the peoples and governments with
the inherent dangers implicit in Communist aims and

strengthen their will and ability to resin%X~ommunist
subversion; organize, direct and support
resistance, and other programs designed to actively
combat and resist Communist penetration and invasion,
and coordinate and direct these activities toward
support of U. S. objectives.
9. Enlist the peoples and governments of Western
Europe in a cooperative effort, looking to the emergence
of a strong, free and productive Europe voluntarily as-
sociated with the U. S. in a stable Atlantic Community.
10. Work to bring about the reconciliation of con-
flicts and differences between or among countries in
the Near East with a view to establishing harmonious
relations between the various states in that area.
11. Provide overall support by each Division to
its covert operations, including the development of
facilities and other general support in each country.
12. Combat the activities of Communist-controlled
international organizations.
13. Strengthen the will and ability of non-Communist
international organizations to resist Communist efforts
at subversion, and encourage these organizations in anti-
Communist activities.
114. Encourage the subjects of the USSR and its
satellites to desert Communist Jurisdiction, renounce
allegiance to their rulers, and seek haven in non-
Communist jurisdiction; provide interim sanctuary and
support to such disaffected peoples and other refugees
from USSR and satellite jurisdiction, and prepare for
their employment in the task of liberating their respect-
ive homelands.
15. Accomplish such other missions as may be assigned
from time to time in the pursuit of opportunities or sup-
port of other projects.
