CIA Strategic Plan for Cold War NSC 10 Series Activities in FY 1955 This nozioran.i,tm is submitted to obtain your kLe3 approval of subject ;tratogic Plan. Swsh approval is required to prepare adequate substantive guidance or area strategic, operational, and logistic plans, programs, and budgets which rust be developed in the near future. The question of hiEher level approval in "IA and elsewhere in the government will be posed upon later resubr.dssions for final approval. 2. STATUS: The Plan, as presented herein, has been fully coordinated with CS Staffs and Divisions whose comments have been fully incorporated. This plan is therefore the consensus and the joint proposal of all CS Staffs and Divisions. Annex B to this Plan will be a tabular summary of operational task objectives proposed for FY 1955 by country. It will be completed by approximately 10 April 1953- .Annexes A, C, and D will be developed later as internal guidance from DD/P to Areas and Sto.ff for their detailed planning pursuant to the basic paper and Annex B, as approved. 3. DESCRIJ?TICN O PLN: This Plan is a foundation and a mechanism. It is not intended to be a re- zapitu1ation of all of the volume of specific policy papers which relate to the subject, nor does it attempt to establish any new policy with respect to any aspect of the Cold War. It is intended to be three things only: (a) a eharp, brief, hard-Iaittia s'.:, ro+.ement, of the fundamental assumpt.ions and objectives needed to keep subsidiary plranning tied to a clear, basic purpose; (b) a frame- ,cork into which the separate, continuing judgments which resolve specific policy issues as they arise can be fitted and integrated; and (c) a directive to affected dements to proceed with the further implementing action which is required. 4. IMC `IONS OF TIM PLAN The implications of this Plan, in the form proposed, are extensive. Its authoritative, fine.]. approval would. have the following effects: a. While this Plan is believed fully consonant with previously es- tablished policy objectives, it is a much more sharply crystallized su mary, than previously formulated, of the CIA assumptions on the ultimate ob`ective, the strategic concept, the component mission objectives, and the phasing of the U. S. Cold liar effort. However, it appears to be consistent with the general approach to the Cold War thus far exhibited by the new Administration. S. objective in Cold War to be the destruction at its apex of the Kremlin based International Communist movement without resort to or provocation of general waro c. This Plan assumes that the U. S. intends to undertake stepped-up, concerted Cold War effort, phased to place the Kremlin in a globally defensive position by 1 July 1955 and decisively to achieve the ultimate objective by 1 July 1960. d. The approval of this Plan would provide a framework of goals and concepts: . RECON (1) Which meets the needs of management for a mechanise which will gear action to a concerted purpose and which will permit the control and evaluation required to assure that the purpose is net. (2) Which would provide a single basis for the development of plans, programs, and budgets. (3) Which would provide a basis for balancing strateLw with logistics. (4) Which would not only define the contributions of covert operations to Cold War objectives, but also provide a point of common reference for the integration of overt and covert efforts. TIONS: It is recommended: a. That you give preliminary approval to the attached Plan as a Tentative Plan for FY 12.55 to serve as guidance to Staffs and Divisions, pending later final action. b. That subsequent action be taken as follows: (1) Preparation of Annex B by Areas and Staffs. (2) Consultations by PPC with the Representatives of State and Defense to determine whether this Plan and Annex B conflict with policies of their agencies. (3) Resubmission of this Plan with Annex B to you for presentation for DCI approval. (4) Reference to the PSB if DCI believes appropriate or necessary.
