Approved For Release 2QA,1/ J: (S f Mq-01065A0001001 65-8 21 May 1951 MEMORANDUM FOR: ASSISTANT DIRECTOR FOR POLICY COORDINATION SUBJECT: "A National Strategy of the Cold War for the United States", prepared by Admiral Stevens 1. Concepts contained in Admiral Stevens' paper are parallel to the development of our own thinking over the past six months. As a basis for our all-out cold war planning, we have established as agoalthe creation of the capability to bring about and support simultaneous revolutions in all the satellite areas, plus large parts of the Sov3e Union. Furthermore, this concept has already appeared independently in proposals submitted to us by the NTS. 2. I strongly recommend that Admiral Stevens' paper be sub- mitted to the new "National Psychological Strategy Board". It is recommended, however, that the concepts contained in Admiral Stevens' paper be extended to cover certain defictencies in the paper as it is now written. 3. It is not impossible that we will be able to organize and carry off simultaneous revolts in the satellites and in certain areas in the Soviet Union. Internal forces alone, however, may not be able to maintain their positions after the initial revolt, and there is considerable danger that the Soviet armed forces which remain loyal to the Kremlin would be able to subsequently reconquer liberated territory, and liquidate the revolt. We must therefore be prepared not only to mount and support revolution, but to overtly sustain it through its period of consolidation. This would involve, I believe, the following measures: (a) Complete mobilization of Allied forces in order to neutralize large numbers of Soviet troops. A deception program similar to that employed by SHAEF forces prior to the invasion of France might be useful. (b) Provide overtly arms, food, money and supplies to the revolt once it has broken into the open. This would involve the immediate political recognition of the governmentsestablished on home territory and the extension of all possible support to them. `(c) Organize in advance in Western Europe and elsewhere military forces composed of Eastern European emigres, defectors, and expellees. (d) If the above support were insufficient to sustain the revolution, it would be necessary to commit Allied forces to pre- vent the entire movement from collapsing. This might not necessarily involve total war, including atomic bombing against the Soviet Union.
