I. Subjects discussed at mesting:
a Procedure to be followed in submitting OPC logistic require-
ments to the Department of tle Army for FT 1952 and FT 1953.
b, Letter from Acting Chief of Administrative (CIA) Services
regarding procurement planniig relative to construction and space
requirement of OPC"

Points resolved:
a Information requirei by Department of the Army pertaining to
Ff 1952 and FY 1953 materiel procurement requirements will be provided
by CAL. Previous requirements submitted by Divisions in support of a
general war will be used as base to be scaled down by flat percentage
factors to appropriate FY 19,2 and FY 1953 cold war levels,
b- Base oonstruction rsquireaents will not be submitted though
the channel requested by the Acting Chief of Administrative Services
This matter will be covered by OPC direct transmission to Jul of wartime
requirements for this purpose The only space requirements to be sub-
mitted on the present request will be those of FE, NE, and EE for their

present and eipanded space needs in U.S. military installations. The
Administration and Logistics Staff will confer with these divisions on
these estimates,
a. Regarding logistical planning documents:
(1) Parts II ani IV as separate ?lens of the CPC Strategic
Plan will be supported by one logistic plan - Part V. All assump-
tions included in Parts II and TV will have to be considered by
Divisiona in developing Part V.
(2) Inasmuch as Part III (Transition Plan) will depend on
the logistical support that may be available at any momentl, plans
for this logistioal support must, to some extent, be considered
in a different light. The starting point for this planning will be
for the utilization of whatever we happen to have at that moment.
Logistical Plans should point toward how available logistical sup-
port at that time can be switched instead of what logisitcal support
is required. Planning will further develop the transition and
utilization of logistical support originally planned for support
of Part IV. (General War)
(3) It is not possible now to give more logistic guidance than
that contained in the 19 June 1951 draft of Part III (now redesignated
Part V) of the CIA/OPC Strategic Plan, and it is unlikely that further
helpful details will be available in the near future. However, it
13 noted that the major assumptions of that draft, as related to
the Department of Defense, are summarized in Section VII of Part II
of the CIA/OPC Strategic Plan dated 1 August 1951. In that form,
these assumptions have been approved by the JSPD. The general
pattern of papers to be prepared is indicated in Chart I to the

(4) it is visualized that, when the full planning oycle has
been completed? the logistic g-aidance in Part V of the OF C Plan
will lead to Part V of the Division Plans which, in tum, will
lead to Part V of Country Plans? It is emphaaized, however? that
all of these documents will be vidanee only and will not themselves
contain detailed estimates of requirements, in view of the imam-
pleteness of current OPO 1og1ti guida.nce, the completion .of the
logistic portions (Part V) of Division and Country Plans is strictly
optional for the present with the geckgraphie divisions themselves-

- (5) Although individual geographic, disriosiong may ahoose now
not to draft diviaion and country logistic plans (Part V), the format,
given by the CAL memorandtmt of 30 June 1951 will be used as a guide
for posing the logistie questions on which- further guidance. is needed
as a basis for detailed requirements planning,,

logistic planning task, and that all earlier estimates required
can be sufficiently obtained by making statistical adjustments
against the wartime requirements which the divisions have pre-
viously estimated.,
3. The session further discussed the matter of deadlines for
preparation of strategic and operational planning documents. The Plans
Division agreed to consider the matter and issue a revised shedule.
