Comment on the Draft of 2:2.7une MA: The current draft is not ccepleterlialieVAE-t6-7&erage and the firmness of guidance. Completeness is not presently attainable, however, since we do not have the necessary policy decisions, resources information, or support commitments which ars required. Consequently, this draft consists almost entirely of assumptions which will have to be confirmed or modified as possible one by one. Coneldering the inadequacy of information contained, this draft say seas unduly elaborate. The reasons for this fOra awes a. To use a form, patterned closely after the standard JCS format for a, logistic plan, and to use it consistently at all planning levels. b. To make the current draft a record of the major questions which must be enamored outside of oft. C. To record the anzimme informaion or guidance available on major subjects, even if recognised asAncasplete sod inadequate. d. To instruct what assumptions rill be node for peteeent planning purposes on those matters on which information is needed but is not available. 5. Foundations Operational Plan Annexes to Division Plans will be prepared for two types of area missions or tasks. Mese types area a. The establishment end maintenance of the overhead organisation for the area, including area headquarters, country stations, and logistic facilities serving and/or located within the area; and b. Program missions Which are executed on an sea-wide basis above the command level Of country stations. 2. General Purpose_ of LoieticApi,en6ices to Division Okerational Plan Annexes: theii-difiZineents, or more spec callirriallas of tale iiiicbedlgieto, will be the points at which detailed logistic requirements will be estimated. Since each operational plan annex will relate to one major divisional task, this estimate of requirements by tasks Is insisted upon for two reasons: a. To provide the foundation from which OPC fUnds allocations maybe made by such tasks, rather than by more specific -projects as at present. b. Later feasibility-tests of reqUirements estimates may . requite projected missions and tasks to be cut back:because of insufficient resources. Since missions and tasks are the basis upon which priority ratings will be intiortel in the various plans, it Is necessary that requirements be so grouped that the same priorities apply. Only on this basis can appropriate ? cutbacks be determieed without complete recomputation of initial requirements estimates. . 3. Format: The basic forget of Tab I will be the foundation for thlepapei7iirng the same sectional isttion (I, II, etc.), with selection ?only of such paragraph headings as appropriate. for the purpose. Nowever, it is recognised:that-detailed guidance will not be necessary in this paper and the Min hody of the pager will usually be only, is, brief allocatida of resources and an index of the tabs ft: Which the detailed requirements estimates are computed-. A list of the probable tabs for,. such requirements estimates purposes Is set forth inlaragraph 5 below. 4. Relation between Individual Pr....23121..b Re uirements and 1_12.ents for Operairairliii-Wiaixes: It is assumed t t the major task set forth in any opeRaional plan annex maybe executed through one or mere inibordinate projects. In many eases, each such projects will be one of the various functional activities which contribute to the main task. The question willarise therefore whether the logistic requirements for one operational plial; annex will be computed and shown separately by projects or as consolidations for the whole operational plan involved. The choice between these two approaches is optional with the line divisions. Whether requirements are shown by project or by consolidated totals for the aperational plan, these appendices will be the source from vhich tabulating earda are punched and the remaining mechanical treatment of such requirements is carried :rorvarl. 5.
