TENTATIVE PRCEDUPE FOR 000WEN tTION OF
OPC PLANS IN SUPPORT OF B APPROVED PLANS
Upon receipt by CIA of a PSB approved plan, the following procedure
will be adopted:
1? OPC w .ll notii r the Ad IIoc Committed on Covert Activities
of the receipt of the 'SE approved plan.
2, OPC will prepa re and submit to the Committee for policy
clearance, an outline ?,ll.an of proposed covert actions to be under-
taken in support of the ?SIi approved ;clan and will furnish copies
thereof as may be regtrtred to the covert representatives of the
Departments of State and Defense and .,he JCS
3.:, ..After clearance by the covert representatives is received,
OFD will prepare a detailed implementation plan, Distribution will
normally be accomplished as follows-.
a. Copies to the covert representatives;
b. In areas e' military responsibility, OPC will forward
its plan to appropriate senior C1rt field representatives for
presentation as a recommendation to the respective Theater
Commanders in accordance with nornal staff procedures and for
comment and deteraan -nation of logistical and personnel support
capabilities o Log':_stical and personnel inadequacies 1: .ting
execution of the p'r.an will be reported by the senior CIA field
representatives to the OPC in Washington v

support of Departments and other ,.genciee is requ:i.redg the OPC
field representative will ascertain local support, capabilities
and will report such capabilities t, together with inadequacies,
to the OPC in Washington.
4 OPC will requevt the appropriate Departments and Agencies to
furnish the support required and will invite comments with respect to
the integration and coordination of all facilities and logistical
support,, Major unresolved issues will, be referred to the Committee
for resolution, or for ,referral to the PSB or elsewhere as the
Committee may determine,
5.; The above procedure will not inhibit normal day to day liaison
with the Departments of State and Defense and the JCS,
