SUBJECT: T. S. Document 59059
1. In response to your request, the following comments re the Subject
are made:
A. Paragraph la of Subject under "responding to orbit peace needs",
the originators of the Subject ask for types of action which should be
recommended. The following are suggested: the USSR stop using the Soviet
military to enforce slave labor policies in the USSR and satellite countries;
the USSR allow free-elections, with UN observers present, in the satellite
countries; the Soviet Union give more freedom to Soviet-controlled workers
in the free world; and that representatives of the International Communist
Party in the free world stop preaching for world revolution and drumming
up hate against economic systems other than their own.
B. Paragraph lb of Subject re "combating cleavages"---It would
appear to me that the "foreign state of mind" indicated by the beliefs,
doubts, and resentments expressed in this subject paragraph have been
caused by true newspaper articles prepared by AP, UP, and other news
reports emanating directly from the United States, It would appear to
this officer that, if the present administration would take forceful
positive actions which would also be reflected in the afore-mentioned
press reports throughout the world--then follow up these actions with
positive overt and covert propaganda, such beliefs, doubts, and resent-
ments would soon disappear.
C. Paragraph 2 of Subject---The "regaining the initiative" can,
in my opinion, best be done by actions indicated in the preceeding
paragraph.
D. Paragraph 3 of Subject---This paragraph was obviously not written
with Western Hemisphere in mind. However, sub-paragraphs by e, and g
might be used in the Western Hemisphere. Actions, as indicated in those
paragraphs could best be accomplished through strategic use of "black"
psychological welfare materials. As has been noted many times by this

officer and others, the "black" program of WHD is hampered by inadequate
"black" facilities in the field.
2. As you have noted, these comments are too late to meet the dead-line
set forth in the Sub ect, however, they are submitted for whatever they
may be worth.
