SUBJECT : Suggested Current Tactics for Implementation of the
Strategic Concept (PSB DS0, para. 5) and Follow-up
on 16 April speech

1, In addition to the actions suggested in paragraph l.ao of reference
paper, perhaps we need to spell out acre definitively at this time just what
our concept is of the tern. "deeds". The current dituation in East Germany
can be used very effectively to illustrate that the Russian "deeds" are not
designed to promote world peace and unity.
2. The defensive tactics necessary to counteract the foreign states
of mind listed in paragraph l.b* should make full use of ave propaganda

we have lost. Possible proposals to this and might be (1) insistence on
free elections in Germany, (2) a suggestion of exchange of students be-
tween this country and Soviet-dominated countris s, in an effort to promote

batting the alarming famine that is sweeping the country,
