C. *NSC Review Completed * TERMS OF REFERENCE FOR WORKING GROUP ON COORDINATION OF PSB D-38, D-14c, AND D-15b AND RELATED MATTERS CONCERNING WESTERN EUROPE.. 1. The Operations Coordinating Board, on October 21, 1953, directed that PSB D-38, dated September 22, 1953,. PSB D-24c, dated January ?31, 1952, and PSB D-1$b, dated February 21, 1952, be referred to one working group which will make recommendations thereon in light of current European developments, projected NSC action, and the responsibilities of CCB, reporting not later than February .20,,,195!t, 2. Pending action on this report, implementation of the above papers will continue. Representatives of the following agencies shall constitute a-working group in order to facilitate inter-agency coordina- tion thereof. The working group shall be chaired by a representative of the Department of State, with an Executive Secretary from the CCB staffs a. Department of State b. Department of Defense co Foreign Operations Administration 1. Central Intelligence Agency e. U, S. Information Agency and other agencies as determined by the OCB Executive Officer 3. The members of this working group shall keep informed and inform each other of the forward planning as it is developed within their departments in support and implementation of the above policies and programs and undertake to ensure the proper coordination of these plans and operation in accordance with National Security Policy. In implementing these policies and programs, the working group shall constantly keep in mind the particular climate of opinion the United States is seeking to achieve. 5. In addition, the working group shall, on the bass of its cogni- zance of current planning, operation.and new policy developments- initiate action or recommendations concerning'amendments or modi#'ications,which might be occasioned by new developments, and shall make recommendations concerning new proposals which may appear to be desirable within existing policy. Any amendments or modifications which are of major significance with respect to magnitude or emphasis will be referred to the'Operations Coordinating Board before being implemented, The working group shall report to the.OCB serious.gaps or omissions, as'well as inconsistencies and ambiguities in implementation planning and operations, 6? The working group shall undertake to satisfy appropriate requests for such supplementary information or reports as may not be transmitted through routine channels. 7. With respect to PSB D-38, the members of the working group shall obtain necessary data concerning the implementation of this program and shall submit a consolidated report thereon to the OOB through the Executive Officer on or about February 20, 1954, in particular with reference, to the major tasks of implementation set forth In detail in paragraph, 1a of the Annex and summarized in paragraphs 2-4 of the basic program, 8. Particular attention is directed to security requirements govern- ing the,'distribut ion of PSB Tl-l4c and PSSB D-15b.
