The following comments have been submitted by the Foreign
Operations Administration point of contact with respect to Depart-
promise. In order to expedite final clearance of this paper, it
is requested that you informally advise the undersigned as to
whether you agree with the FOA recommendations. The subparagraphs
refer directly to the items as listed in my memorandum of September 1,
1953:

following wording is suggested as a compromise between

The purpose of this document is to induce the
fullest possible coordination in policy implementation.
Mayor tasks of implementation considered are those set
forth in detail in Par. 4 of the Annex, Basis for the
Proposed Psychological Plans and can be summarized as
follows:"
c. Defense proposal to "encourage and assist indigenous
pro rams" is appreciated as the best approach; howevers
as ~ stated, it should not be limited to this.
The second sentence, should be retained
for flexibility. Suggest retention of original text
with. insertion of the following additional sentence
between the two existing ones:
