PSYCHOLOGICAL STRATEGY BOARD WASHINGTON O CT 17 1952 25X1A9a MEMORANDUM FOR: Central Intelligence Agency Subject: NSC Quarterly Report I should like to bring to your attention the following excerpt from a memorandum of conversation with Mr. Farley, dated October 16, 1952: "Apropos of our NSC Quarterly Report, Farley told me that the President is planning to give the new President a comprehensive picture of where the country stands with respect to national poli- cies and programs. Instructions have been given the principal Government agencies to prepare progress reports on these matters, to be in the hands of the President immediately after the election. CIA is preparing a number of new estimates; State is working on progress reports on foreign policies and programs; and other members of the NSC are likewise preparing reports. Farley remarked that our NSC Quarterly Report is aptly timed for inclusion in this package for the new President. In addition, he stated that the President has already stated his intention of using NSC 135, which includes our annual report, as a part of the briefing package.
