Distribution of ANNEX C of the PSB Status Report to the NSC
I enclose copies of a memorandum which I have just received
from Hugh Farley of the Reporting Unit of the National Security Coun-
cil. As I have already explained to you orally, fr. Farley's office
does not feel it can commit itself or, more exactly, the President
and the NSC, in advance to any specified distribution. However., the
paragraph to thick he refers in his memorandum makes it clear that
it is the intention of the Executive Office of the NSC to recommend
limitations in the distribution of "particularly sensitive" portion$,
of the Report.
Therefore, it is suggested that, as soon as ti-P, PSB Status
Report has been approved by the Board, your office forward to us your
own recommendations regarding the circulation of your section of the
Report (ANNEX C). We will, thereupon, forward it with the Report to
the NSC and add our on recommendation that your proposals be followed.
