SUBJECT : Terms of Reference for "Test Case" Evaluation of
U. S. Psychological Effort
1. The proposed terms of referengs for 1 "test ca.ael4 evalu-
ation of the Q.S. psychological effort ere prepared by
the PSR staff following the Board's action at its 12 June meeting,
and pursuant to the Board members, request at their 3 July luncheda,
meeting for detailed terms of reference for making an evaluation in
Italy.
2. The terms of reference establish deadlines for submission
of four special reports to the PSB in the near future. After a care-
ful survey of current workloads, it is recommended that these dead-
lines be extended as follows:
a. , uamiaxy of operations since 1950 - 11 August.
b. Evaluation of the effectiveness of operations -
18 August.

c. Submission of existing analyses of significant polit-
ical, military. economic, and psychological situations and
trends rom January, 1918, to date - 7 August.
d. Submission of an estimate of the prin6ipaal? political,
military, economic and psychological developments which may be
expected wring the next year - 18 August.
