Washington 25, D.C. In accordance with the views of Board members expressed at the meeting of June 12, I am submitting the attached proposals for carrying out a "test case" evaluation of theetfectiveness of our national psychological operations. 25X6 . In arriving at this recommendation, the following major factors were taken into account: 1. The special interest expressed Board meeting. 2. The urgency of the nearness (next Spring) of Approved For Release 2 I ~ ~- 1065A000500060044-9 case, arising from the relative 25X6 25X6 3, The fact that the United States has made a major and varied psychological effort there. 4. PSB has completed and t into effect a plan for the 25X6 attainment of certain objectives which is now in the early stages of implementation. 5. By a process of elimination: Whi a LA% were both considered to be i.. ortant and urgent areas for evaluation, they area both special cases -ioP SECRET ,URITY INFORMATION Approved For Relg9se 2003/061f : MW80-01065AOO 00060044-9 25X6 Sou East Asia - and In ParlIcular 111W Chins, - Is ce cond to no other area in importance and urgency, but the problem there is great complicated the be 25X6 number of governments involved; ht well shout the 25X6 left alone at this stage, althoug ideal object of our next evaluation n another six months. 25X6 6, was given special consideration because of the importance a; be- cause of the fact that there, too, the U. S. is making a major psychological effort; and because an evaluation of that effort would be of the greatest value not only in planning for future 25X6 psychological operations but in helping us to learn how to reach more effectively the Oriental mind in colonial or former colonial areas. The vastness and complexity of the 7 South Asian problem, . however, leads us to conclude that provides a more 25X6 feasible and more typical "test case. 25X1A Enclosures Ms ) 6/25/52 "Proposed 'TO 'A I) (R nal 1. ev.
