Johnson of the NSC Secretariat, a copy of which is attached. It will be noted that Copies No. 5 and 6 were distributed to the Chairman, NSRB, and the ?PI-rector for Mutual, Security, respectively. These names were not on the agreed list developed by Air. Mallory Broome and myself in consultation with Mr. Farley of the NSC Secretariat on October 17 in Mr. Farleyts office. The agreed list was to be as follows: 1. The President . 2 T. t A e ^_r resider_? 3. The Secretary of State 4. The Secretary of Defense 5. The E ecutiv- Secretary, NSC 6. The Chairman, Joint Chiefs 7. The D i rector, CIA S. The Director, PSB ;. N BC Files (2 copies, one to be used for briefing the new President). Parley informed r- this morning that the NSC Secretariat had no discrE t.on with respect to withholding copies from the Chairman, NSRB, and the Director of Mutual Security inasmuch as these are statutory members of the NSC. In addition, Mr. Farley informel me that a similar distribution, as to the one on the attached memorandum. was made of the first PSB report as of June 30, 1952. two copies have been withdrawn. The above i_nfor.mation is substantially what I gave you and =.r. Barnes by telsypphone this afternoon after receiving Mir. Johnson's ^iemorarndun; Since then I understand that you have been in touch with Mr. Farley and he agreed to withdraw copies No. 5 and 6 on the attached memorandum from Mr. Johnson for security reasons, but that these co--)ies will be held available in the NSC Secretariat.
