Item 2 will probabl be considered at this meeting, owing
to State's wish further to study the paper. However, the "Magnitude"
paper, now accepted, may influence CIA's responsibilities ( see Para-
rraph VI).
State feels that in overt fieldS.3tate would like a re resents-
tive to be present in all F.S.B. discussions with
