1. To prepare a draft report on the broad flnnotions of an inter-
departmental board as a basis for the establishment of detailed or-
ganizational requirements for (1) The Interdepartmental Foreign
Information Board, if activated prior to D?Day, (2) The Interim
Psychological Warfare Board, (3) The National Psychological Warfare
Board.
FACTS BANG ON TI ROBLI
2.. NSO-74 provides that:
a. eon D-Dey, or earlier at the discretion of the President,
the Interdepartmental Foreign Information Organization (IFIO) shall be
augmented and designated the Interim Psychological Warfare Board (IPWB)
for the initial stages of war, or the Interdepartmental Foreign Infbr-
mation Board (IFIB) if activated earlier than D-Day." (Enol D,.para.l)
b. "The Board shall be served by an Executive Secretary
appointed by the Chairman and by a technical staff provided by the
participating departments and agencies." (Encl D, para.4)
a. "Within the limits of'"such.,:funde as may be made available
to the Interim Psychological Warfare Board, the Board may employ
necessary' personnel and make provision for the necessary supplies,
facilities and services. The Department of State shall provide
necessary space, secretarial staff, and such other administrative
services as may be required." (Enol D, para.7)

d. "To meet the essential requirements of the subsequent
stages of war, the Interim Psychological Warfare Board, which was
designed to most the requirements of the initial stages of war, should
be constituted as an independent organization and designated the
National Psychological Warfare Board (NPWB)." (Enol E, para.1)
e. "The Chairman of the Board should have authority to
employ such personnel as may be required and make provision for the
necessary supplies, facilities, and services. Pending congressional
appropriation of funds, necessary expenditures should be covered by
allocations from funds available to the President or available to
the participating departments and agencies." (Enal E, para.6)
DISCUSSION
3. Apart from the broad statements contained in NSC-74, no
definitive listing of the functions of an interdepartmental board,
its Executive Secretary, or technical staff, has as yet been prepared.
4. Such a listing is required in order to provide a basis for
the eetablisbment of detailed organizational requirements for the
Interdepartmental Foreign Information Board, the Interim Psychological
Warfare Board, and for the National Psychological Warfare Board.
5. Planning for the direction of psychological warfare from
the national level has been governed by the principles that an inter-
departmental board will be a policy making group, and that the
execution of psychological warfare will be decentralized to designated
departments and agencies.

6. In order to enable an interdepartmental board to discharge
its assigned responsibilities, it will be necessary to insure the
performance of certain supporting functions broadly described in
Enclosure A hereto, under the following general headings; The Board;
Executive Secretary; Plans and Directives; Pereormel; Intelligence;
Evaluation; Ccmmunioations; Logistics.
7. This statement of functions (Enol A) would, with appropriate
modifications, serve as a statement of the basic functions of an
Interdepartmental Foreign Information Board, an Interim Psychological
Warfare Board, or a National Psychological Warfare Board.
CONCLUSIONS
S. A listing of the functions of an interdepartmental board
is required in order to provide the basis for the establishment of
detailed organizational requirements for an Interdepartmental Foreign
Information Board, an Interim Psychological Warfare Board, and a
National Psychological Warfare Board.
9. Such a listing is contained in Enclosure A hereto.

10. That the Director note the above conclusions and Enclosure A,
and apprise the Staff of his views thereon as a ,basis for the estab-
lishment by the staff of the detailed organizational requirements
envisaged in the statement of the problem..
