It was 'agreed that the working group should carefully examine this problem, With respect to the form in which the plan would be issued, General McClure suggested that a covering despatch might be prepared, making it clear that the plan covered three distinct fields: (1) Assvipptions and organizational arrangements at- the St?ate.Defonse level in Washington; (2) assumptions regarding implementation in the field, and (3) enclosures on objectives and tasks which ,,would be issued in the form of policy guidances, It was agreed that with such a covering despatch the plan should be sent to General MacArthur for his comments on the pertinent sections. Col. Davis, after reporting on the status of the Plan and enclosures, distributed a paper listing seven specific problems which had arisen in the working group In connection with the body of the plan. Davis, specify( points, the following comments were madeg 1. General MacArthur has adequate authority to conduct the UN troop I and E program. It should be clearly stated, however, that the program will be limited to orientation "to the extent that may be required to assure conduct of troops in keeping with the spirit of the UPS'.," 2. With regard to another plan dealing with UN policy content, the State Department should undertake to get policy recommendations. 3. The State Department should have primary responsi- bility for policy formulation for the UN program. 4 The 'Ilan might appropriately include a r eferenvce to provision for internal coordination among staff elements within each department. 5o ~":ith reference to the responsibilities of the Depart- anent of Defers e9 the plan might appropriately refer to Department of Defense "through the Joint 3,hiefs of Staff,," ,.
