5. Korea Plall Mr. Oechsnor reported that this Plan had been astriblOw
for comment andYmplomentation as appropriate.
General McClure advised the Board that Fred H. Barton, recently-
returned from Korea, advises a) of the effectiveness of North Korea propa?
ganda in the poster and leaflet line; b) the need for battery sets and loud
speakers; a) newspapers (particularly a Korean howspaper); in contrast,
Barton reported South Korean army propaganda is neither good nor effective.

. In this connection, General McClure reported that the Chief of Staff
'had sent. a communication to.the field (on Friday, February 9) advising
of Secretary Paces inteeest in psychological warfare activities and
recommending that these activities be given the status of Special Staff,
co it is now established in the Department of the Army.
General McClure aCiviced the Board of a recent telecon recommending
consideration of a theme of Chinese Communist purge measures. Mr. Hulten
is to cal/ 8_ suggeston to attention of operators; and also to arrange
meeting beteeen Meesee. Serf:.on, Kohler and Connors.
6. aeration Nobel (sea minutes of February 5, 1951) Mt. Berding
reported that ECA az,2 tEate (Rr. Jamison) are working on the project. Mr.
Hull has,agreed?to participate in this activity.
7. Russian PlapeThie Flan has been cleared within Department with
certain amotdments'and will now be distributed. This document, as with
eall other Plans, is eubjeetto future modification.
8. Distribution pf_pnilaeceepnd_plans Mr. Oechsner will review
distribution lists, and aDeoztain that copies are being sent to Mr.
Harriman and appropriate CURE officers.
9. Balloon,Reeearch General, Magruder reported that his Conversations
in connection witlethis mtter were still in process, ard, a fuller report
could be expected at the next Board meeting. Adeiral Stevens expressed
belief the overall reepontibility rests in the Office of Naval Research.

' to HICOG on future arrangements for an accelerated program for the haniling
of Soviet Defectors.
11, The Chairman reported that a Task Force in State is currently
working on the matter of information and psychological warfare operations
in NATO ami SPAHEt This will be an agenda item for next Board meeting?

Mr. Oechsner is to reviewoulth the abtetrmanpa reply given last
summer to the NATO Standing Committee on its request for instru-
ctions re. psychological warfare planning. Admiral Stevens suggested
that a new position paper might be worked out for the guidance of the,
Standing Committee,
12. Mr. Sheppard announced that he was being re-assigned and
would not henceforth attend Board meetings. The Chairman thanked
Mr. Sheppard for his work with the Board and the Board wished him
well in his new assignment.
13. The Chairman reported:
Project Troy Report due end of February;
Shipboard transmitter papers have gone forward to
agencies involved;
Yalu River Dam paper has been distributed to Board
members and no further action necessary (ode minutes
. of January 22)
14. Mr. Phillipa advised the Board that Dr. Harry Friedgood is
available for govermnent service.
