Korea Plall Mr. Oechsnor reported that this Plan had been astriblOw for comment andYmplomentation as appropriate. General McClure advised the Board that Fred H. Barton, recently- returned from Korea, advises a) of the effectiveness of North Korea propa? ganda in the poster and leaflet line; b) the need for battery sets and loud speakers; a) newspapers (particularly a Korean howspaper); in contrast, Barton reported South Korean army propaganda is neither good nor effective. Admiral Stevens suggested that a new position paper might be worked out for the guidance of the, Standing Committee, 12. Mr. Sheppard announced that he was being re-assigned and would not henceforth attend Board meetings. The Chairman thanked Mr. Sheppard for his work with the Board and the Board wished him well in his new assignment. 13. The Chairman reported: Project Troy Report due end of February; Shipboard transmitter papers have gone forward to agencies involved; Yalu River Dam paper has been distributed to Board members and no further action necessary (ode minutes . of January 22) 14.
