OBJECTIVE
To promote Western European unity and strength ttq:
a. Encouraging 17eatern European nations, through self-help .
and mutual aid, to take actions required to build up their military
defenses and to strengthen their instruments of collective security.
b. Combatting neutralist sentiment and to inspire confidence
in the capability of free peoples and free nations to deter, and, if
necessary, successfully to repel Communist aggression.
CO Convincing the peoples of Western Europe that the broad purposes
and objectives of the U.S. are identical with theirs and that the means
we take to further these objectives are consonant with their best interests.

TASK A
To demonstrate that international communism as directed by
the Kremlin is an imperialistic, aggressive and reactionary force
bent on the subjugation of free and independent peoples.
TASK B
To convince Western Europeans that only by determination
backed by adequate military strength, can the expansionist designs
of the Kremlin be frustrated, and that solid military strength
deters, rather than provokes, Soviet aggression.

TASK C
To focus attention upon the measures prompted by Korean
developments and taken by the U.S. significantly to strengthen
its military power.
TASK D
To demonstrate to the peoples of Western Europe that U.S.
purposes are peaceful and that, as demonstrated in Korea, the
U.S. does not entertain ambitions or designs that threaten other
peoples.
TASK B
To make clear that the U.S. seeks no special position in Korea;
that it intends to withdraw its forces from that country at the
earliest moment consistent with fulfillment of its obligations as
a member of the UN.
TASK F
To demonstrate that the U.S. is contributing its full share
of funds required to put into effect the relief and rehabilitation
measures of UN action in Korea.
TASK G
To encourage defection among fellow travellers and rank and
file Communists, by adroit exploitation of USSR practice of talking
peace while sponsoring aggression.
