1. UN objectives and tasks for NK shall be prepared in conformity
with the organizational arrangements of paragraphs VI 3 a,b and c;
then issued and distributed by P/POL using nom procedura fn- '3 F 98-
2.' Guidances in support of the above shall be prepared, issued
and distributed by P/POL, according to normal procedure for guidances.
Guidances in support of the above may also be prepared, issued and dis-
tributed by the CII.Ct::C agency executing the prograri in the I.F.
3. Directives pertaining to the responsibility of CINCCITC for
the execution of the reorientation and ire-education progran shall be
sent to CII'CZ;i:C through the established military channels.
4. Operational nessages of concern only to State Department
personnel shall be sent to and from North Korea through State Depart-
ment channels. An information copy shall be provided the interested
military agency at the place of origin and destination.
5. Information materials normally prepared in the Department of
State to support field operations shall be disseminated through normal
State Department channels.
