It is not writtr..n as a suggested IFIS priority work schedule, but rather it points out suggested psychological warfare categories on which the Government, as a whole, should concentrate. WIS., on the other hand, is interdepartmental, designed primarily to accomplish psychological warfare planning of an interdepartmental nature for a national emergency and the initial stages of war. It is aaso.t.rue that IFIS' responsibilities include assistance to "the Secrri Lary of State In-discharging his responsibilities for the National Foreign Information Program in time of peace." The great obstacle to IFISB progress in planning has been the inability to settle on priorities of major categories. The resultant effect has been inadequate planning "or a national emergency and the initial stages of war, and considerable oonfusion as to the responsibilities of the staff in the field of current planning.
