SUBJECT: ProjectierProcedures Under NSC 1012
1, Ami stated to you on the telephone, the time has come to resolve,
it possible, the question of what advice should be obtained from the State
Department in connection with covert operations and what disclosure
made. At present the extent of disclosure varies considerably
in different area divisions which will of course continue so
long as we do not have some reasonably specific understanding appli-
cable to all divisions.
2. Attached is my memorandum to JD /P of 26 May 1953 which
discusses the above subject as well as certain questions arising under
NSC 10/5. The portion here relevant consists of Sections 11 and
starting in the middle of Page 4 and running to the end of the mernoran
dum.
3. Unfortunately unlike animate objects, this problem seems to
have lost none of its vitality despite its extreme age.
