Dear General Smith:
The President's Directive of 4 April 1951 requires
that a representative of the Joint Chiefs of Staff sit
with the Psychological Strategy Board as its principal
military adviser in order that the Board may ensure that
its objectives, policies, and programs shall be related
to approved plans for military operations. In compliance
therewith, the Joint Chiefs of Staff have designated
Brigadier General Millard C. Young, USAF, to sit in this
capacity vice Brigadier General J. D. Balmer, USA,
relieved.
