I have the honor to transmit herewith, on behalf of the Psycho-
logical Strategy Board, the results of the Special Review of the 1954
budget for the Board requested in your letter of February 3, 1953, to
heads of departments and agencies. The PSB budget was transmitted to
the Director of the Budget under a letter of November 3, 1952, by
the former Director.
I am authorized to inform you that the Board is of the opinion
that the 1954 budget previously transmitted to the Director of the
Budget is reasonable and conservative, and that no revision is possible
at this time, particularly in view of pending investigations and deci-
sions through which the President's psychological program is expected
to take shape.
. I append herewith a financial statement of the Special Review of
the 1954 budget setting forth certain financial data on our current
1953 and 1954 budgets, and explanatory notes to clarify certain items
in the financial statement.
