The Board also agreed that unified coordination of radio broad- casting to Korea is needed, and discussed the diplomatic and military considerations involved. It appointed a committee of Mr. Phillips (State), General Erskine (Defense), and Mr. Hamilton (USIA) to work out a mutually acceptable plan for such coordination, subject to the proviso that during the next 90 days every consideration must be given to protecting the prerogative of the military commander with regard to protecting the security of the troops for which he is responsible. With regard to Syngman Rhee's request for aid in building new radio facilities in South Korea, it was felt that the matter should be given "sympathetic consideration", but no decision taken for the time being. I called the Board's attention to the early NSC deadline on the study of U.S, prestige (NSC Action 867) and pointed out that it would probably be impossible for the Board to meet this deadline in view of the time reportedly required by CIA for completion of its estimate.
