the tests disrupt other a +cential electronic services in the area, they
will be immediately discontinued..

casting to Korea is needed, and discussed the diplomatic and military
considerations involved, It appointed a committee or Fir, Phillips (State),
General Erskine (Defense), and Mc. Hamilton (USIA) to work out a mutually
acceptable plan for such coordination, subject to the proviso that during
the next 90 days every consideration must be given to protecting the
prerogative of the military commander with regard to protecting the
security of the troops for which he is responsible. If the plan developed

is to go into operation without further reference to the Board.
With regard to Syngman Rhee's request for aid in building new radio
facilities in South Korea, it was felt that the matter should be given
"sympathetic consideration", but no decision taken for the time being.

The Board again expressed its firm opposition to the use of Federal
troops to control the "wetback" problem.
I called the Boardts attention to the early NSC deadline on the

probably be impossible for the Board to meet this deadline in view of
the time reportedly required by CIA for completion of its estimate.
