State comments were- relayed by Mr. Dulles in General Smithts absence. A State Department objection to moving the "COURIER" to Thailand was accepted. I was instructed to analyze the comments, embody minor drafting changes} and consult the Chairman about further coordination if basic policy issues remained unresolved. Mr. Kyes asked that the covering letter trans- mitting the plan take cognizance of General OTDanielrs forthcoming survey of the situation in Indochina and also the possibility of developments at the Bermuda conference which may affect Indochina policy. I informed the Board that Mr. Cutler hoped to schedule the plan for NSC consideration on June 25. It is hoped that it will still be possible to make this deadline. enda Item 2. Other Business The Berlin situation was discussed. It was agreed that very fundamental issues are involved. I was asked to hold a working level meeting of agency representatives this afternoon to consider the matter further. Mr. Jackson is to attend. The Board discussed Commander Gough's criticism of PSB as quoted in the Hickenlgoper report, Mr. Jackson agreed to write a suitable letter to Senator Hickenlooper. George'A. Morgan Acting Director.
