MEMORANDUM OF INFORMAL PSB MEETING, JUNE 3, 1953.
Place: Office of the Director of Central Intelligence.
Present: Messrs. Jackson, Smith, Dulles and Morgan.
Agenda Item 1. It was agreed that Y'. Jackson would get in touch with
Mr. Goodfriend.
Agenda Item 2. The Board approved a State Department proposal that
in order to give ambassador Lodge the psychological support he desires,
a working group should be set up to prepare and coordinate the material
which it would then channel through the State Department Bureau of
United Nations Affairs in the normal manner. The working group is to
be coordinated through the PSB Staff and to have representatives from
State, Defense and CIA. h representative of DM6 is to be invited ad
hoc if needed. Mr. Herbert Fierst was named as the State Department

of the PSB Staff.
Agenda Item 3. With regard to preparatory work on the Volunteer Free-
dom Corps, General Smith stressed that the major problem concerns the
consultations with our allies to be conducted by the State Department,
and that in deference to this the draft contingency Guidance dated
June 1 should not be released until these consultations are ready to
begin. He said that in order to secure necessary legislative action,
it would not be desirable to hold up the consultations for the completion
of the Bermuda conference. Mr. Jackson asked me to recall all copies
of the Contingency Guidance.
