SUBJECT: Proposed Relief of Hungarian Food Shortage.
1. In the opinion of this division, the distribution of free food
supplies, to relieve suffering in Hungary, would have an adverse
psychological effect in portions of the SE area. Further, distortion of
such an effort by Communist propaganda would have additional impact.
2. It is our feeling that, unless and until the hunger of friendly
peoples has been appeased, distribution of food to enemies is most unwise.
The starving Greek, for example, may certainly be expected to react un-.
favorably.
