The enclosed progress report by the Operations
Coordinating Board on implementation of the recommendations
of the Jackson Committee report referred to in subparagraphs
2 c and d of the reference memorandum is transmitted here-
with for the information of the National Security Council
and will be scheduled on the agenda of an early Council
meeting.
In accordance with the request of the
Director of Central Intelligence Annexes E and F of the
report, containing "Eyes Only" material, are included only
in a very limited number of the copies of the report which
are being distributed.
