Dear Sir:
Reference is made to a letter addressed to you on 5 September
19146 by the members of the National Intelligence Authority wherein,
as members of the National Intelli-ence Authority and on behalf of
the departments they represented, authorization was granted to the
Director of Central Intelligence to exercise full power with respect
to the control, supervision and administration of the working fund
established to carry out the president's wishes as set forth in his
Directive of 22 January 19146.
It is desired that during the 19148 fiscal year the same
authorities and arrangements apply to the activities and the funds of
the Central Intelligence Group as existed during the 19147 fiscal year.
For this purpose, we hereby authorise the Director of Central
Intelligence, subject to policies established by the National Intelli-
gence Authority, to control, supervise and administer this working
fund for 191.48 with full powers in respect thereto astrould otherwise
have been exercised by us over the funds contributed to the working fund
by our respective Departments, including; the powers and authority

granted by their respective appropriation acts for 19118 pertaining
to certificates of expenditures and determinations of propriety of
expenditures.
