UNITED STATES GOVERNMENT TO Acting Comptroller Chief, Finance Division DATE: 8 November 1956 SUBJECT: Emergency planning - Cash Reserves REFERENCES: a) Memorandum from Chief, Monetary Branch to Comptroller dated 12 January 1951, subject: Emergency Planning, Cash Reserves b) Memorandum from Chief, Monetary Branch to Comptroller dated 17 September 1954, subject: Emergency Planning, Cash Reserves c) Memorandum from Asst. DD/A to Colonel L. K. White dated 23 December 1954, subject: Emergency Cash Reserve 1. References (a) and (b) contained detailed proposals for es- tablishing emergency cash reserves outside of Wshington to provide for short-term cash requirements during a critical per od. Both proposals assumed that there would not be sufficient warning time to permit a physical movement of cash to a.relocation site and contem- plated (a) placing cash in deposit boxes in banks nearby the Emergency Headquarters, or (2) placing cash at the site. In either case, funds would be cached prior to an emergency condition. 2. In his memorandum (ref. co) the Assistant Deputy Director 25X1A (Support) suggests an amount of s "a reasonable sum sufficient to meet the immediate needs of the Emergency Force during the first days following mobilization?. Timing on the placement of this reserve is not indicated, However, we now understand that it is the opinion of Agency officials that indications of hostile intent will appear early enough to permit emergency actions to be taken. Therefore, in view of these two factors, i.e., (a) a specific amount has been suggested and (b) early warning indicators will be evident, the following plan is recommended for approval: 25X1A a. Isolate in appropriate denominations and store in the Finance Division vault for immediate access, removal and conveyance to the relocation site, be The verification and packaging of this fund to be witnessed by a senior employee of the Audit office and sealed, for expediency in subsequent routine cash audits, c.
