Report No. 12. 1. The retroactive pay provision is contained in a supple - e. The bill went to conference to iron out differences in the, two versions of certain provisions, but the conference did not affect the retroactive pay provision which is identical in both bills. 2. AU differences between the two bills have now been resolved except one which involves a rider providing that no funds contained in the bill may be utilized in connection with the ,inure of the steel industry. The House conferees up the decision on this provision until the Supreme Court has ruled on the legality of the President's seizure of the steel industry, and as of 22 May no further conference on the bill has been scheduled. In view of the uncertainty as to when the Court will act upon the steel seizure, no firm prediction can now be given as t to say it 1 July. handing down the date of the final passage of this bill other than doubtedly be passed prior to adjournment on or about will happen to thi. be passed without the steel rider which will then be transferred to ther appropriations bills. 3.
