DMINISTRATIVE - INTERNAL USE J SAS Approved For Releas000/08/15: CIA-RDP80-01341AU0100040012-3 OFFICE OF PERSONNEL MEMORANDUM NO. 20-31-36 SUBJECT : Special Pay Rates for Certain Positions RESCISSION: OPM 20-31-35, dtd 26 December 1974 1. Under authority of 5 U.S..C. 5303 the Civil Service Commission has cancelled the special pay rate schedule for positions Tie professional accounting series, effective 12 October 1975, on a world-wide basis except for the State of Alaska. The Medical Officer and Engineer special rate pay schedules remain in effect. Statutory adjustments effective 12 October 1975 are reflected in the attached schedules. 2. The Civil Service Commission approved special pay rates effective 4 February 1973 for GS-05 Printing Management Special- ists who possess at least a Baccalaureate degree with a major in Printing Management. Effective 8 December 1974 the rates were expanded to include grades GS-05 through GS-07. Printing Manage- ment special pay rates effective 8 December 1974 (for retroactive pay purposes where applicable) and 12 October 1975 are attached. 3. The Agency may honor all bona fide commitments at the current s ecial"salary rates for Accountants whfc were e i. e consum- mated - mated before 12 October 1975. This means that, where the record reflects that an offer has been made at the current special salary rates and accepted, and a starting date agreed upon before 12 October 1975, the new employee will be paid the s ecial minim~n rate as 'previous 1 1y-e _ _ in 1 35 . No employee is to suffer any loss in pay as the result of the cancellation of these special salary rates. a. When an employee's step rate only is changed because of the elimination or downward adjustment of a special salary rate schedule, the personnel action will be processed as a Step Rate Change. b. If a special rate employee's existing rate is higher than the maximum rate authorized for his position and grade, the salary rate shown on the personnel action will be iden- tified as a "Saved Rate". The Civil Service Commission is conducting the annual review of special salary rates which may require adjustment of the attached special schedules. Agencies have been cautioned not to use the rates set forth in the attachments to this OPM when making commitments for future actions such as appointments or promotions. 6. The following information will be required on Forms 1152, Request for Personnel Action, prepared for employees in the occu- pational categories to which the special rate categories apply. a. Under Item 5, Category of Employment, in addition to prescribed category designation, insert in parenthesis the following terms, as appropriate: "Printing Management" for those employees covered by the Printing Management Pay Schedule "Engineer" for those employees covered by the Engineering Pay Schedule 'Medical" for those employees covered by the Medical Officer Pay Schedule b. Under Item 14, Classification Schedule, use GSB designation for Printing Management categories, GSE des- ignation for Engineer categories; and GSM designation for Medical Officers. STATINTL F. W. M.
